Racial and ethnic violence and conflicts routinely hinder student learning in the Philadelphia School District, according to a report to be issued Tuesday by the city Commission on Human Relations.

To fix the problem, the commission recommends an overhaul of some district policies and the adoption of new rules. ...
The district "is not doing enough to resolve problems associated with intergroup conflicts and violence," the report said, citing public testimony. "We heard from witnesses who believe that the district has been unresponsive to their complaints."
The complaints ranged from "petty discourtesy and isolated acts of verbal aggression to physical and emotional harassment, bullying, and physical assaults." The commission examined conflicts based on race, color, and national origin; immigration status; disability; sex; and sexual orientation.
The Inquirer obtained the report before its public release.
Among the report's more serious findings: The district's policies to combat violence and ethnic tensions are applied inconsistently. Discipline is uneven from school to school.
The structure for reporting problems is unclear, and staff members often lack proper training in dealing with racial and ethnic conflicts...
The zero-tolerance policy, which mandates automatic punishment for certain infractions, is counterproductive and does not address why students act out, the report says. Those findings were echoed in a recent report by the student organizing group Youth United for Change.
"The district should acknowledge the ineffectiveness of zero tolerance and commit itself to sending a single consistent message of helping difficult students rather than alienating them," said one community advocate quoted in the report.
Suspensions are handed out too often, the report concludes. District officials have said they have taken steps to lower the number of out-of-school suspensions handed out in the last two years.

Good for you! They wonder why we flee from urban areas then want to redistribute tax dollars to pay for their blight. At least you get out of the cesspool.
I sometimes do mass installs of PCs and laptops in some of the local school districts. I see a fair amount of the FFA as you describe. Really sad.

Regarding government workers, spot-fing-on or at least that has also been my experience!
When you subsidize rampant reproduction by people who are too stupid to know you shouldn't make babies you can't support, this is what you get.

Fearless prediction:
Like the burgeoning Hispanic minorities (which will soon become majorities due to demographics), there is one thing the Asians absolutely will NOT have:
White Guilt.
Ditto that on the no white guilt. I love how “Mao Suit” Charles Barron refers to the eventual “black-brown” coalition against whites. Pure BS. He needs to look no further than the California prison system, where there is a frequent “white-brown” coalition against the blacks. Also on the streets of L.A., browns are cutting down blacks without one shread of guilt. Mr. Barron should be happy that whites are still in the majority right now.
Probably the best thing they could do under the circumstances, other than transferring to another school or doing cyber-charter school from home.
I think the guilt issue is evaporating. God help the hustlers when it is completely gone and the majority no longer gives a damn about being called names.
All conservatives, Christians, and generally people who care about their kids should pull them out of government schools,
and leave those cesspools to the animals that remain.
Philadelphia has strong Asian organizations. Surely there is sufficient talent among the members of these organizations to open a private school for Asian youth.
What if volunteers ran a school for two hours every evening and on Saturdays? What if these Asian youth could meet in the homes of Asian tutors or if one room schools were organized in the homes of members?
These children need a complete rescue from this abuse.
There are government schools in this nation that are sooooooo corrupt and toxic that it would be better for a child to NEVER attend. I seriously mean it.
Even if the child were to remain completely illiterate and innumerate, this would be better than ever attending one of these pits of violence, ignorance, and moral degeneracy.
Illiteracy and innumeracy can be fixed. Older youth and adults do it all the time, but the damage done from these “schools” ( moral, spiritual, and emotional) is too often permanent.
