Yup - you’re so right. And they’ll likely keep on punting. All political animals - including SCOTUS - apparently prefer the 14th the way it is, as vagueness can be “interpreted”, whereas with clarity that perk would vanish. None of them wants to give up what lets them bend the meaning to their will.
