GRAND RAPIDS The forces behind the East Hills neighborhood revitalization knew the area and had an image of what blighted buildings and neglected residences could become with years of work and investment.
And it's likely authorities will need those same instincts and vision to latch on to the urban terrorism suspects behind last week's arson and a letter warning of future violence in an area only investigators will need to do it faster to take away an unease that grips residents there.

Sounds like somebody doesn't like the idea of white people moving in, people who might agitate against crime and drugs in the neighborhood.

That sounds quite likely to me.
I’d love a look at the actual letter. It would be interesting to look for telltale signs in the grammer / slang / language used.
