Kerry is a huge Nuclear Disarmament guy and he would have said the funding of this would have been better spent on welfare programs. We would be disarming our nukes anyway, so why fund an obsolete idea like DARPA. Look at his stance on the Missile Shield.

ARPA and DARPA created the internet, but not the World Wide Web that we use our web browsers to see all the pretty pictures and videos and stuff.

Yes, back in the days of using Gopher and Archie searches. I remember the internet before there was any GUI interface and it was all text based. Those were the days when it was all free. You could search colleges and libraries without a fear of a virus or payment being asked and no damn spam.
