They're not at war with anybody right now. The correct question, though, is who are they worried about? Who is their traditional enemy going back a thousand years? With whom did they fight a war that cost Vietnam 100,000 lives in 1979? Who is their rival for control of potential offshore oil deposits?

Vietnam had been at war with 3 of the 5 big military powers of the world. France, US and China. If any country in the world knows what it means to fight big powers, its Vietnam.
