Number One: It was under George Bush that Gadaffi joined in the war against Al Qaeda. He was one of the anonymous countries on that list.
Number Two: Al Qaeda has been trying to gain control of Libya long before Sept 11th and several assasination attempts have occurred against Gadaffi. In other words, the hunting started first.
