Department of Defense orders GE, Rolls-Royce to stop F-35 production

The U.S. Defense Department ordered GE and Rolls-Royce to stop production on a second engine for the F-35 joint strike fighter Thursday.

The government said they want them to wait until the fiscal 2012 budget is complete and there is a better direction of how the project will look.

Hundreds of employees in Indiana are directly tied to the project. Rolls-Royce is the city`s second largest manufacturer behind Eli Lilly.

In a statement from the fighter engine team they said they are "disappointed with the U.S. Department of Defense decision which goes against the precedent to continue funding for this important competitive program under prior short-term continuing resolutions."

I don't care how you feel about GE; but, have we ever heard of separation of powers? Congress appropriates funds, not the Executive Branch. The Congressional stance has been the Continuing resolutions fund the government at current levels or stated levels until something more concrete could be hammered out. The Congress's stance is that the GE/Rolls engine is included in the CR. So, the DOD under Secretary Gates, who has been trying to kill the program for years, issues this order without any real regard to the legislative process. Not a good precedent.

True. But the executive spends the money. If they don't, as Jefferson didn't for 5 ships that congress appropriated funds for but Jefferson felt were un-needed, that's the prerogative of the executive.

We gotta make sure all the government cronies get all the perks they can and the entitlement folks get all the hand outs they want before we waste our money on things like DEFENSE.

Then why have a Congress? Why have an appropriation and authorization process? Evidently, Congress sees an issue with the DOD’s move.

It’s bigger than GE. It is a 100B+ Contract that will the main support for 3 branches of the military for the foreseen future. Something goes wrong with the Pratt engine and the entire fleet gets grounded. I would take this stance if it were Pratt getting axed and GE keeping the contract. Not good for America.

At a time when we are $14 trillion in debt, the last thing we need is to fund is an alternate engine for the F-35.

Do you have a link for that? I lived through that time, and remember Nixon's address to the nation, saying he was resigning, but I didn't follow congress back then like I do now.

Every president up until Nixon had that power. They could impound funds if they thought it was unnecessary, an executive power. BUT, it was more often used as an arm twister to get votes on certain legislation passed or not passed. Vote my way or your district might not get that new highway.......

I don't have a problem with the split in powers. Congress can only authorize the money. They can't spend it. President can't authorize or swap the money around, he can only spend it or not.

Anything that slows government down is good in my book. If we get attacked on CONUS, we the people, and the military will lead, and government will follow. Otherwise, it's good for government to not spend money and get slowed down.

Something goes wrong with the Pratt engine and the entire fleet gets grounded.

It all goes back to fly-then-fix or fix-then-fly and DOD procurement.

We didn't have these problems in WWII. Let's go back to that management style, without the facism.
