Since he was using the perp's gun, I think we can cut him some slack on loadout and reloading skills.
I am thinking if the Sheriff contacts CBP or ICE in that area and runs border crossing data on the dead guy and the live prisoner they will be able to find out the name of the third, and the license plate.

Lucio said the findings of the investigation will be presented to the District Attorney’s Office, which will decide if any charges will be filed against Dixon. Praying the District Attorney is not a pro-amnesty / illegal alien rights activist organization advocator. Right and wrong, guilty and innocent have seen better days than in the past decade (and especially lately) for sure.
