Vice President Joseph R. Biden Jr. is urging the nations schools and colleges to do more to prevent sexual violence, saying campus sex crimes often go unreported because victims fear that universities will not discipline offenders.
Mr. Biden travels to the University of New Hampshire on Monday to discuss new Education Department instructions, issued on Monday, to public school districts, colleges and universities about their responsibilities under civil rights laws to prevent sexual violence.
Sexual violence can happen to anyone, and it happens at the best colleges, Mr. Biden said in a statement. Very few report the crime to law enforcement because when they do, universities often fail to discipline the offender, leaving him free to do it again.
Mr. Bidens New Hampshire visit is part of a broader effort by the Obama administration to draw attention to sexual violence and ways to prevent it, officials said.
There is a terrible and alarming trend in the country of sexual violence, said Russlyn H. Ali, assistant secretary of education who heads the Office of Civil Rights.
She cited a private, Internet-based survey of undergraduate women in 2007 at two public universities in which 19 percent of respondents reported that they had been victims of attempted or actual sexual assault while at college. The Justice Department financed the surveys.
On Thursday, Ms. Alis office announced that in mid-March it received a 26-page complaint against Yale, filed by 16 students and alumni, and would investigate. The complaint says that a sexually hostile environment exists on the Yale campus and that the university has not responded effectively.
The Yale Daily News on Friday cited a 2008 incident in which fraternity pledges were photographed holding a sign referring to Yale women in sexually degrading language.

Unfortunately, on many campuses the term “sexual violence” includes purely consensusal sex that the woman, the next morning, regrets having engaged in.
Shouldn't law enforcement be involved? This notion that "the university won't do anything" is completely misplaced.
I would feel better if Biden spent his time championing the proper separation of power between the federal government and states, instead of taking every possible opportunity to undermine states’ jurisdiction.
From the moron who gave us VAWA.
Glad to see our Vice President tackling the most pressing issues of the day. I bet even Michelle doesn’t want him anywhere near her “Let’s Move” campaign. He’s a real embarrassment.
Why doesn’t this utterly worthless lifetime politician spend the balance of a truly ascinine career doing something he is truly capable of: sharpening pencils. (He’ll never sharpen his non-existant intelligence.)
He is capable of doing what all Democrats and too many Republicans do: LIE!
Like the Federal Gov’mt hasn’t more important issues to worry about?!!!WTF!!!!
Let’s see. The Middle East is in flames, Afghanistan is rioting, the economy’s still in the toilet, gas is coming up on $4 or better a gallon, and Il Douche’s foreign policy maven, and Vice President is giving speeches on this?
Forget Soros. This crew is run by either Major Bow or Ted Mack.
It's those vulgar posters at FreeRepublic who give us an image of of Helen Thomas while we are all enjoying pictures of some hottie that need to be investigated.
Oh yeah. I'm sure that's extremely accurate. I have a private Internet survey that says women on college campuses would like to wear bikinis to class every day.
And this relates to his duties as the vice-president of the United States, HOW?
They couldn’t get Bubba to do this?
If the “sex crime” charge destroys the life of a perverted leftist man then all the better!
I guess in Biden's world only men commit sex crimes.
I can't believe this guy is Vice-President of the United States!
When playing with sex toys is a class at Northwestern University, how do prosecute sex crimes there?
Panedering to the single female, future school teacher vote again.. whatever you got to do to get the base excited..
