A little off topic, but haven't had many articles lately, so a couple thoughts and an anecdote from someone who's advice carries no wieght, the community organizer likely never having spent a night outdoors.
Get your money back from who? If you're driving through, you pay when you enter. If the "park" is closed, and I'm sure to aggravate people they'll shut down most , they won't shut down the US highways. And I seriously doubt the fee booths will be open.
The hotels, private contractors, I can't imagine they'll be closed.
The backcountry, or even non or semi developed attractions? Who knows, the bears will be working, both indigineous and those looking for speeders, but I'd call first to see what's "closed" as opposed to actually off limits.
Last time the government shut down I was backpacking in the SW for a week with one of my kids. A couple of National Monuments rather than a high profile park. But it wasn't much of an issue. Facilities were closed, but thanks to advance calls I was told it was my country and I could do as I please. At one site I was told where to park my car and where the fence was "broken" (no, this time wasn't on the border with Mexico) and I could enter.
Don't take my word for it, check ahead as to what you can do and where you can go.
But don't take Barry's either.
Joe the Biden was there last year, I think the Kansas City Fed held a meeting there last year, my guess you can find things to do.
Since we're on the topic, why are fees charge at National Parks, Monuments, et al everywhere EXCEPT DC?
No they live in Jellystone Park. It was privatized years ago. Boo boo works on the oil rigs. LOL

How about enforcing freedom instead?
I think the second amendment is about protecting freedoms.
I don’t recall reading anything in the Constitution regarding law enforcement in parks.
So, only send home the rangers that collect park entrance fees. Replace them with donation cans.
DC is an entirely different budget than the rest of the country.
Down in the National Park ofSocialism, AKA Everglades Park/BCNP, the Armed & Rangerous spend their time sleeping in their trucks while the taxpayers gas is run through the engine to keep the AC operation.
