The article's conclusion:

All things considered, Ryan’s proposal is a definite improvement over the Deficit Commission’s plan to increase spending by $1.6 trillion over 10 years and it’s also a big improvement over the president’s budget which increases spending by $1.9 trillion over the same period.

Every dollar spent on PP saves 100 bucks in the long run. Eliminate EPA and increase funding to PP. If we spent as much on PP as EPA we would have 20% less Rats. They are like the Orkin Man.

Basic human behavior.
Fight or Flight.
Common sense tells you that if this government tries to raise taxes, the revenue goes down a black hole. There is a never ending list on what ‘progressives’ could spend your money on. (it’s always someone else’s money).
That’s what made the Clinton/Gingrich deal appealing. They raised taxes, but they also cut spending. It was a promising proposition that ‘The era of big government was over.’
But I don’t think it would work again. Fool me once, shame on you. Fool me twice, shame on me. Thus the ‘risk takers’ have gone ‘Galt’.
This has to play out.

Ryans plan is a halfassed plan!

Hundreds of departments should be eliminated and all the people that work for them fired!
