Victor, one of my co-workers is a U.S. citizen who grew up in Australia. His father was an engineer for Phelps Dodge Mining Corp. Victor described how they handled illegals down under. The authorities took them to ths closest international airport and put them on the next flight leaving the country that had an open seat. It made NO DIFFERENCE where the flight was going. It was the illegal’s problem, not theirs.

Japan is in a strange situation, their birth rate is so low that they are losing population. They have to bring in workers from South America and the Pacific Islands to fill certain jobs that there simply aren’t enough Japanese for. However, they make it VERY clear that the people brought in are temporary only and they will NOT be given citizenship, asylum or any sort of permanent residence under ANY circumstances and will be returned home at the end of their work visas. It would be nearly impossibly to over stay a visa anyway since the country is over 98% native Japanese and nobody would hire or rent to an “outsider” without a valid visa anyway.

And there's the key to America's problem. Well, America is and always has been heterogeneous. Whatever problems we may have with illegal Mexican immigrants, I don't see how they can inspire fantasies of a pure American race.

It was the illegals problem, not theirs.As much as I support the strict enforcement of our nation's immigration laws, and the airtight control of our borders - including the summary deportation of illegal aliens - I find your friend's story a little implausible.
The (random) receiving country (e.g., Iran, Red China, Russia) would in all probability simply refuse entry, and simply send the illegal alien back to Australia.
Let's stay realistic!

I lived in Japan a dozen years, and I never got asked for my gaijin card by the police, even when ticketed for speeding or stopped at one of their drunk checkpoints (I passed ;) ), or even when I kicked a rude cabbie's taxi in front of a koban when the driver didn't know the address, drove around to up the tab, and then just dropped us off, saying that was as far as he could go. That time, the cops asked us about that and then told us the driver was very unusual.
I did have to show it a couple of times when looking for an apartment and such, but most people didn't care as long as I had a job with a university.
