He's the "architect" who encouraged George Bush to spend like a liberal Democrat and pursue his amnesty for illegal aliens agenda to pander to the Hispanic vote. Probably BS. Rove was the architect that got him elected all right. He also advised him. But George W. Bush had a liberal bent on some issues which came clearer as time went on. With a latino in the family and living close to Mexico Bush was soft / liberal on immigration. He was also liberal on education spending as we know since we worked with Ted Kennedy. Another factor I think was Bush's belief that he had to compromise with dems on spending to take care of national security. Plus Bush was just soft on some things and allowed spending to get out of control. So the blame lies with Bush more so than Rove who was a pissant advisor.

His counsel made Bush so unpopular that he alienated not only the conservative GOP base but the Independents, thus helping Obama win the presidency. Rove is the one who, while New Orleans' streets turned into canals, was off in San Diego pontificating about Social Security. Rove is the one who, in the last few precious days before the 2000 election, sent Bush to solid blue California instead of swing state Florida. Rove is the one who told Tancredo never to darken the door of the White House.
