For the sake of argument, lets say that the terminology is peculiar to Hawaii and Obama filed a Late Certificate of Birth or perhaps his documents were updated in recent years.
In that case, the publicly available COLB must reflect what is written on the source birth documents, even updated ones.
In Appendix B Hawaii Model Standard for Clustering Race/Ethnicity Categories contained in an article published in 2003 by employees of the Hawaii Department of Health, the word African appears as an Aggregated Ethnic Group under the race category Black (non-Hispanic). That differs from the categories in Appendix A, which apparently represented an earlier version and did not contain the word African.
Unless I am mistaken, that information might suggest that Barack Obamas birth data were updated around 2003 or thereafter.

The explanation from the left has been that in Kenya ‘African’ is a common race designation and how Sr. would have referred to himself.
Problem: It’s a government form. Check boxes typically. You can’t make up your own race designations. The race statistics are kept and reported.
The new information in the article indicates that Obama changed his birth certificate information after 2003 because new Hawaii Department of Health terminology was used on the Certification of Live Birth that was posted on Obama’s website and FactCheck.org. Most likely he filed a Late Certificate of Birth after 2003, which contained the new race identifier “African” for his father.

I was hoping someone would eventually confirm this. I know back in the 1960s we used the word “negro” but I didn’t want to jump to any conclusions without knowing for sure how that race would have been described in Hawaii at the time (especially since it had recently become a state).
I’m more likely to believe a simple act like this is the issue than the citizenship part or being born outside of the US. You have a guy who has very efficiently scripted himself...like a character on TV. Each piece of his scripted history tells a story that impresses you. As long as each piece fits...it’s a great character.
There are various documents which could spill out on the floor and take away from the scripted character....and make him less of a legend. I would suspect this is the trail upon us...little simple character bits which aren’t completely true.

There is a link there to the new Hawaii Department of Health race categories, which identifies Obama’s father as “African”. That means Obama must have updated his birth information after 2003, when the new categories started being used.
The hidden file probably contains a Late Certificate of Birth, which was probably completed within the last six years.
I wonder who changed it
We have speculated that Obama has been making changes adding to his record as late as 2006.
As was noted two weeks ago... the rumor in DC has been that the race on his original birth certificate read “Caucasian” and that was why he has spent so much money fighting release of the original.
I always suspected that what Obama is trying to hide is that his father’s race is entered as something other than negro. His father was or was supposed to be, if I’ve heard correctly, 3/4 Arab, and his race could have been entered as caucasian.
There is also a stamp showing through from the back of the doc that says “2007.”

Obama’s father could not be African-American because he was not American.
If it was updated in 2006, then it would have the word “AMENDED” stamped on it and it would have the original “Date accepted.” The original BC was sealed after the Soetoro adoption was finalized. The Soetoro COLB was sealed after the Soetoro adoption was annulled and the Obama COLB was “filed” by court order. “Amended” does not appear on the COLB because one is considered original and not updated.

African isn’t a race and neither is Mexican or American.
The liberals and others who speak fluent moron in our government can’t tell the difference betweence race and nationality, and they can’t bring themselves to utter the words “black” or “negro” without spazzing out and falling to the floor in convulsive seizures.
Back in 1961 we only had 3 races Caucasian, Negroid and Oriental.
My how the human race has evolved in those few short years with all the new races!
It would be interesting to see what the number sequence is for the COLBs in 2003 - perhaps they fit better with the COLB that Obama has offered than in 1961, which has much lower numbers, if my memory is correct. I can’t find a copy of it that has the number, but I know it didn’t fit in with the births surrounding Obama’s.
That's the date the Certification of Live Birth was printed and stamped on the back. Not saying that any other funny business happened, but the stamp is merely a release date for that form.
Similarly, I would like to know how much the term "African" was used when the birth records were typed in to their computer records? Was it the accepted term for entering the birth records? Or was it a special case? Or did a data entry clerk just decide to use that term on his/her own?
Is that the same as "Afrikaner"?

I totally agree BuffaloJack. There’s been efforts to redefine many things lately—race, nationality, sex, gender, marriage to name a few.
