I think that about all you can conclude by it is that Whoopi, having no real justification for Obie's recalcitrance to share his birth certificate, has retreated to the typical bluster and outrage that liberal's use to drown out questions they don't like.
You might say it's her "Trump Card". She (and those of her ilk) is desperately hoping that this will be the end of it. Because if we don't believe him NOW, we must be racist! So everybody just SHUT UP!

It used to be that disagreeing with a liberal was “hate speech.” Now, disagreeing with a liberal is “racist.”
They thuggishly use the charge of “racism” as a bludgeon, to keep from having to actually argue their case, which they clearly can’t do. They demand that you prove you’re NOT racist, and as we all know, it’s impossible to prove a negative.
So don’t fall into their trap. When they hit you with their “stick,” the charge of racism, do what I do... Immediately hit them back with a “club,” by calling them “child molesters.” It tends to shut shock them into silence, and saying “prove that you’re NOT!” is really fun when you see their response.

That’s what I love about Trump as opposed to the PC RINOs, he calls out Bambi The Fraud without fear of crap like this. You can bet he’ll appear on The View to debate it and plug his show. Delightful! Not that I want him to run, but the more The Donald makes Bambi play “Whack-A-Mole” with his sketchy background, the better off the country is. And with a narcissist being ticked off, the countdown to a public meltdown is not far away...
