House Bill 520 passed the House with unanimous support this week. The legislation would allow the Commonwealth to intercept PA Lottery winnings from individuals who are delinquent in state taxes.
The legislation also takes money out of winnings for delinquent child support payments.

You silly goose! After the retailers, marketers, prize winners and organized crime bosses get their cut, don’t you know there is still enough profit for every senior citizen in Pennsylvania to get a deeply subsidized cab ride about once every five months or so?

There will always be the pathetic welfare recipient blowing his childrens food money on a “winner”! Why not? He’ll get another gov check. And another.
Yeah, Wednesday's, I hate going anywhere that has a lottery sales. Genuine purchases take a back seat to those damn lotto ticket sales..
We have a similar law in New York. Some years ago a local had a ten thousand dollar winning ticket. Not being satisfied, he decided to avoid income taxes on his winnings by paying a non-productive member of society twenty bucks to cash in the ticket for him. Sir Non-Productive owed $11,000 in back child support and the state grabbed the whole bundle. Heh heh.
And how about the parent who refuses to let the other parent see the child in violation of the divorce decree? I’m sick of the courts doing nothing to ensure the child gets to see each parent equally, the children pay the price.
Now if they could only reclaim years of welfare and foodstamps as well. There folks who have been living off the rest of us for generations, but somehow find the money to buy tickets. I'm sure one of them wins every once in a while.
And any outstanding debt which your ancestors might have created as well as their acquaintances. “Hello Peggy, I’ve won $20 million.” “No problem, when we finish you’ll owe us $5.50.”
“I really don’t have a problem with deadbeats who win having to pay off their debts. It’s irresponsable to not pay child support yet have money to waste on lottery tickets and scratch offs.”
Yep, have to instill some notion of personal responsibility with deadbeats, one way or another. What’s previously been tried certainly isn’t working.
I am for making a winner pay for any “taxpayer paid for “ rehab they may have had. We send thousands through rehab every years and place the costs on the taxpayers. Getting drug users and alcoholics straight is a good thing. Let us line up for pay back if they win a pot of gold.
