According to this report, back when Lou Dobbs (then a CNN host) began to raise questions about Obama's birth, CNN president Jon Klein had his researchers contact the Hawaii Department of Health to inquire as to the records. TV Newser reproduced the letter in a post dated July 24, 2009:

Furthermore, he released a BC to draw our attention away from the overriding issue of "Natural Born Citizenship." Since the traditional interpretation has been that it requires 2 TWO DOS ZWEI citizen parents, Team Obama now has to come up with fancy foot work: part II. The birth certificate says the official father is African, so now he's either going to have to prove the old man was naturalized, which he wasn't, or come up with something really bizarre.
Since the BC has been released and is public, anyone can cite it in court to inquire as to his eligibility as an NBC. Can't wait!

People, we cannot be distracted by the inconsistencies on birth certificate itself - it's a dead end that will be used to belittle us, as was the refusal to show it to begin with. Withholding the document was a calculated and deliberate action costing the taxpayers millions of dollars in 'legal defense', along the way allowing a service member to be jailed for asking what Trump finally succeeded in getting released. This is not an honest administration. It's an administration that plays games.
We MUST put our focus on forcing the Democrats to answer the question as to natural born citizen and how it relates to holding public office. The Democrats are intentionally ignoring the issue because it already has been, and it will continue to be, to their political benefit to have anchor babies (or naturalized citizens like AAAnnold Governator) in high public offices. We cannot allow the Dems to keep the focus on the certificate itself. We must vociferously drive the conversation beyond the release of the document to the underlying issue of natural born citizenship, and we must remain as vociferous as Trump until that imperative issue has to be addressed.

YES I totally agree that this phone b/c proves the dual citizenship (for those in Rio Linda this means NO NATURAL BORN CITIZEN!!). But do you see any media or “conservatives” saying that now he must go??? Even Fox is going to the dark side.

The relevant act of Congress is called the Constitution, adopted in 1797. The interpretation occurred in a number of court cases:

It means exactly what John Jay said it should mean when he proposed its inclusion into the Constitution and he later sat as Chief Justice of the first Supreme Court of the United States. Barack Hussein Obama II (aka Barry Soetoro et al) is a natural born citizen of the United Kingdom of Great Britain, regardless of where he was actually born. Having been born with allegiance to HM Queen Elizabeth II, he is not eligible to serve in the Office of the President, which requires the candidate for said office never to have owed allegiance to any other sovereign bu the United States of America after the adoption of the Constitution in 1797.

I have a harder time getting records ffor the early ‘70’s from Santa Barbara country as they have rocords on computer now - but all the original records are stored in basement vaults.
I do not beleiver they would be allowed to destroy the original records. What happens if there were a computer crash?
I have an idea. The LDS church has collected vital statistics for over 60 years from around the world in conjunction wtth their genealogy projects.
Betcha they have a microfiche of the original stored in that mountain!

The Constitution of the United States is like that. It sets up a structure for governance ~ and where folks have used it to make laws of a more detailed nature, that part has very often ended up recinded (e.g. Prohibition).
So, no, there's nothing IN the Constitution that tells us what "Natural Born" means, but we can pass a law or two that tells us what we agree for it to mean.
Congress can act now and resolve that issue.
The references from elsewhere are just interpretations.
The released BC, whether a fignewton of the Obamian imagination or not, now opens some interesting doors.
