I don’t think Bin Laden wanted to be shot in the head.
Osama said his goal was to unite the Arab nations and I assume that meant under himself - he would be Caliphe. And under his leadership, pan Arabia would rule the world.
I think Osama managed to harm the US but I don’t think he got what he wanted. I recall his 2nd in command urging the school children of the US to be patient while the police/US courts sorted out what happened on 9/11 and who was to blame. I don’t think Osama got what he wanted with Bush sending troops in.
