Sustainable Development Commission Concludes Session without Agreement on 10-Year Framework

.....Earlier Friday, Secretary-General Ban Ki-moon addressed the Commission at the conclusion of its last session before the "vital" 2012 United Nations Conference of the Sustainable Development, which, like the original 1992 Earth Summit, will be held in Rio de Janeiro. He particularly highlighted the need to transform patterns of production and consumption and to reverse the trends of excessive resource use.

“Achieving this goal will take a fundamental transformation in consumption patterns, lifestyle and values,” he said, emphasizing the vast challenges inherent in shifting global consumption and production patterns toward sustainability. Among other things, “equity, not only within our societies but globally, will need to become more fully integrated into our institutions and our policies,” he said.

While the international community could not turn back the clock, it had the power to pursue a development path that took a more balanced and sustainable approach to the world’s resources. But, to do that, he said, there wasn’t “a moment to lose”. Thus, at “Rio+20”, the global vision must be clear and focused on a sustainable green economy that protected the health of the environment, while supporting the Millennium Development Goals through growth in income, decent work and poverty eradication. An enhanced architecture for sustainable development governance at the national regional and international levels must also be created. As the world community embarked on the next important leg of the journey to Rio and beyond, “our watchwords must be ‘implementation’ and ‘action’,” he said.

This is a truncated version of the press release. 1992 Earth Summit in Rio de Janeiro (Rio 1) saw the Rio Declaration; Convention of Biological Diversity; Statement of Forest Principles; and the notorious "Agenda 21."

President Clinton agreed to the convention etc., but the Senate refused to ratify it. Among other things, the strategy employed a gap analysis, which inventoried all plants and animals and their habitats and overlayed land ownership patterns to target areas not adequately protected from human economic activity. The pattern was to establish large protected core areas, surround them with a buffer area of limited use on federal lands and restrict use on adjacent private lands to that compatible with ecosystem/biodiversity needs. Core areas were to be connected by broad biodiversity corridors and transcontinental habitat linkages. Most human settlement would be in concentrated towns planned for Smart Growth.

Clinton/Gore implemented the principles Administratively through the National Perfomance Review, Interagency Ecosystem Management Task Force, Ecosystem Management Coordinating Group, National Biological Service, and Executive Order establishing the President’s Council on Sustainable Development. The Northwest Forest Plan for the northern spotted owl and 1000+ species was one of the first large projects implemented by the Clinton Administration using the pattern.

Other initiatives such as mass declaration of National Monuments, set asides of vast Roadless Areas and the National Landscape Conservation System advanced a re-wilding scheme. Environmental groups strategically petitioned, lobbied and sued to declare Wilderness Areas and Wild and Scenic Rivers, restrict land an water use through the Endangered Species and Clean Water Act. Conservation Land Trusts did clean up with battered landowners setting up conservation easements or purchasing the land outright to be transfered to the federal government. President Obama has recently accelerated Administration implementation through his American Great Outdoors Initiative: Recommendation 8.3: Manage federal lands and waters to create and protect critical wildlife corridors and maintain landscape connectivity in collaboration with other public and private stakeholders. Recommendation 8.4: Engage the public to identify and recommend potential sites on existing federal lands for protection under the 1906 Antiquities Act. Increasing budgets for private land acquisition: BLM -$22,000,000; USFWS- $55,000,000; National Park Service - $95,000,000; Forest Service - $33,000,000 and Land and Water Conservation Fund - $900 million.

Obama also issued E.O. 13563 "Improving Regulation and Regulatory Review; http://www.fws.gov/endangered/improving_ESA/eo13563_01182011.pdf Departments such as the Forest Service, US Fish and Wildlife Service, EPA and Bureau of Land Management are changing the entire law by by-passing Congress and writing UN implementing provisions into their rulemaking. DOI Secretary Salazar has directed an internal assessment of new "wild lands" to be set aside from use bypassing Congress' authority to declare Wilderness.

Another vehicle of implemetation has been the varies treaties on climate change. The State of California is rapidly implementing that and the biodiversity agenda. A gap analysis has been done. The CA Dept of Fish and Game and Dept. of Transportation have their California Essential Habitat Connectivity Project: A Strategy for Conserving a Connected California. The CA Legacy program has targeted private land for "protection" and acquisition through purchase or conservation easements. The California Air Resources Board has established its sustainable communities program. and AB 32 http://ab32.org/ includes a California Strategic Growth Council and the new CA Health in All Policies Task Force which folds environmentalism into health priorities.

Last but not least is Exec. Order S-04-10; "Vision California" - Report Charting our Future (New Land Use Policy.)Our frog has been thoroughly cooked.

How will we survive without an agreement on a framework? Couldn’t they at least have forwarded a motion for the creation of an ad hoc subcommittee to suggest a provisional agreement on a framework?

That’s funny. Just a few decades ago, third world governments were striving to be more like Western countries. Now, Western governments want us to be like sub-Saharan Africa.

Along with commoditites auditors, etc., for when carbon is traded, I suppose.

We’re talking $200K type jobs.

“The Office of Research and Development (ORD) functions as the principal scientific component of the U.S*. Environmental Protection Agency (EPA). It is responsible for an Agency-wide program for assessing the known effects of environmental pollutants in varying exposure situations in health and ecological systems, and conducting an integrated research and development program for the Agency. The staff of the Immediate Office of the Assistant Administrator (IOAA) for Research and Development provides direct support to the Assistant Administrator (AA) and Deputy Administrators (DAA). ORD has established senior-level National Program Director (NPD) positions for four of its research programs that support EPA’s strategic goals. The NPD is responsible for providing high-level scientific leadership, overall coordination, and management of the program. The NPD also has the option to conduct “state-of-the-art” research in support of the research program. The Safe and Sustainable Water Resources (SSWR) research program seeks safe, resilient and sustainable solutions to the increasingly complex water challenges facing the nation’s regions, states, tribes, cities, and rural areas. The new SSWR program will combine the existing EPA Drinking Water and Water Quality research programs into a single integrating program that takes a systems approach to protecting human health and protecting and restoring watersheds and the ecosystems they provide.

Major Duties:

Leads a coordinated SSWR research program and ensures that ORD’s products and services in this area effectively serve the needs of EPA’s programmatic, regional and external stakeholders over the short, medium, and long term. The research program for SSWR focuses on research that guides national implementation or regulatory and non-regulatory efforts by providing information on new approaches for evaluating groups of contaminants for the protection of human health and the environment; developing innovative tools, technologies, and strategies for managing water resources; and supporting a systems approach for protecting and restoring aquatic systems.”
