The U.S. is failing to meet key milestones in advance of the Oct. 1 handover of responsibilities in Iraq from the U.S. military to the State Department, says a report being issued Thursday by the State Departments inspector general.

But as this article indicates the transition from Military to the State Department is not going smoothly. Hopefully, this is not the indicator of a trend...
I suspect that when the US troops leave, Iran will rapidly assume a larger and larger presence in the Iraqi government and will have effective control within a couple of years.
That is a spooky assumption, but I definitely agree that that is the trajectory that Iraq is on.
