Here, however, is a paradox of sovereignty: The sovereign people, possessing the right to be governed as they choose, might find the exercise of that right tiresome and so might choose to be governed in perpetuity by a despot they cannot subsequently remove. Congress did something like that in passing the Patient Protection and Affordable Care Act, a.k.a. Obamacare.

The point of PPACA is cost containment. This supposedly depends on the Independent Payment Advisory Board. The IPAB, which is a perfect expression of the progressive mind, is to be composed of 15 presidential appointees empowered to reduce Medicare spending — which is 13 percent of federal spending — to certain stipulated targets. IPAB is to do this by making “proposals” or “recommendations” to limit costs by limiting reimbursements to doctors. This, inevitably, will limit available treatments — and access to care when physicians leave the Medicare system.

The PPACA repeatedly refers to any IPAB proposal as a “legislative proposal” and speaks of “the legislation introduced” by the IPAB. Each proposal automatically becomes law unless Congress passes — with a three-fifths supermajority required in the Senate — a measure cutting medical spending as much as the IPAB proposal would.

This is a travesty of constitutional lawmaking: An executive branch agency makes laws unless Congress enacts legislation to achieve the executive agency’s aim.

Get the illegals out of the country. Everyone seems to think they were brought in to lower wages or vote dim. They were brought in to take our attention away from the govt. Everything else was just a bonus. imho

Not sucking toes is one thing; trashing her is something else; Will is part of the cocktail club with Steponallofus at ABC. If he were a real conservative, his @$$ would have been kicked out of ABC a long time ago. His holier than thou approach along with being completely out of touch with REAL conservative Tea Party folks puts him in the same class as Moaning Joe at MSNBC.

As another poster aptly stated, we don’t need Will to tell us jack about Obamacare or anything else for that matter.

I realize this will surprise you Patrick1, but until about a week before the 1980 election, George Will didn't like Reagan either.

Not so about the 1980 election.

In fact Will was trashed by Carter supporters and impugned by the media for helping candidate Reagan prepare for the Carter-Reagan debates.

This doesn’t mean that Will is reliable or even relevant these days.

I was just reading an article in National Review today on the IPAB. It’s exhibit A of why Obamacare must be overturned either judicially or legislatively.

I'm sure there's nothing in this article that we don't already know and that Rush Limbaugh hasn't already covered in detail.

George Will is a RINO Washington insider. I don't need to read his columns. He's not nearly as intelligent as he thinks he is.

I'm quite sure Obamacare is exactly as bad as I thought it was, without having to read it, or take George Will's word for it.

Such is the freedom of having a moral basis not subject to the whims of experts, pundits or policy wonks.
