I believe this is actually the goal.
Homosexuality aside, that is a huge problem with these benefits. They are simply not even handed:
1.) A gay/lesbian can get benefits for his/her live-in boyfriend/girlfriend but a straight, unmarried couple cannot get benefits for their live-in boyfriend/girlfriend.
2.) When a married couple getting benefits splits, one spouse loses half of his/her stuff to the other spouse. When a gay couple splits, they lose nothing.
Maybe these "domestic partnerships" should be open to all as strictly financial arrangements.

Same for parents — if you live with your Mom, why can’t you get benefits for her (irrespective of your sex)? Do you need to submit photos of sexual activity to prove “partnership?”
Not that it relevant to the topic, but I saw a poll about Summerfest... I spent a summer in downtown Milwaukee and Summerfest was really the coolest thing ever.
