Wisconsin residents finally regain their Second Amendment rights

This leaves Illinois as the only state without any legal concealed carry legislation, and a few states that need seriously improved laws(New York, New Jersey, California, Hawaii, and a couple of others).

The GOP-controlled Assembly approved the bill on a bipartisan vote of 68-27.

The Senate backed the bill last week on a 25-8 vote, and the measure now goes to Walker, who supports it, for his signature.

Wisconsin would become the 49th state to legalize the carrying of concealed guns.

The legislation would require those who want to carry concealed firearms to obtain permits. It would allow people to carry concealed weapons in the state Capitol and other public buildings but not places like police stations and courthouses. Weapons also would be prohibited in buildings where posted notices bar them, and in places like Summerfest music festival at Milwaukee’s lakefront.

Ultimately, this is a victory with one casualty: Constitutional Carry. A couple of months ago, activists were energized at the concept that Wisconsin would join the rank of Alaska, Wyoming, Arizona, and New Hampshire in having pure Second Amendment freedom: open and concealed carry anywhere, without a permit. Sadly, this effort was undermined by local law enforcement and so-called “conservative” radio hosts like Charlie Sykes and Mark Belling on 620 WTMJ and 1130 WISN, with the help of milquetoast Jeff Wegner. They took the paranoid view that Constitutional Carry would lead to the cliche “wild west shootouts in the streets” that every anti-gun advocate talks about, yet somehow only materialize in places like Chicago, where they have the strictest gun laws. The chairman of Wisconsin Carry, Inc. claims he was refused airtime by Sykes himself, despite Sykes having called him out on the same show. Their damage to the fight to restore the rights of Wisconsin citizens will not go unforgotten.

Thankfully, it was Madison’s conservative host, Vicki McKenna, that kept the fight going even while Walker and members of the Wisconsin Senate and Assembly began to fold. Unfortunately, it wasn’t enough to keep them from deciding permits and minimal training would be necessary. The requirements are still significantly less stringent than a lot of states, but it was a blow to those who hoped that Wisconsin was taking a sharp turn to the right. Certain legal details regarding Castle Doctrine have yet to be hashed out, and the bill won’t even go into effect until four months after Walker signs it…but when it comes down to it, this is what many of us have been waiting years to come to fruition. Finally, the people of Wisconsin have the ability to defend their lives, their families, and their property.

A side note: unfortunately, the creation of the permit has further complicated the school zone issue, where in Wisconsin it is illegal to possess a firearm within 1000 feet of a school(which makes going through cities like Madison and Milwaukee into a sadistic game of hopscotch). While it is now legal to carry in your car without a permit, you MUST have a permit to carry within the school zone. It makes no-permit open carry both more accessible and more dangerous, in that you can now open carry in your car, but if you are pulled over in a school zone, you have to face the penalty for doing so. Basically it’s an attempt by some lawmakers to give the finger to open carriers, and impel them to buy the permits. Wisconsin liberals are a particularly potent kind of overlord.

I haven’t read the article yet, but I guarantee that they DON’T have their second ammendment rights, because no one in the U.S. does anymore. Still, any turning back of the tyrannical oppression is a step in the right direction.

Phony, self-proclaimed “conservatives” often do more damage to our liberty than a good old, avowed, unabashed leftist. Almost as much damage as the limp-wristed Republicans who cave to them.

I live in Maryland , and we need a lot of help here.

Unless you have a relative who is a State Police Officer your chance’s of getting a permit is slim and none.

Agreed - sounds like Rush needs to scratch Belling off his list of “Marks” that fill-in occasionally.

That's right. It is impossible to legalize a constitutional right. No permit is required to “keep and bear arms”. I don't need priests in black robes to interpret that. It can mean trouble, and lots of it. But natural law says I have a right to self defense, whether or not my government or my idiotic neighbors recognize natural law or not.

“But natural law says I have a right to self defense, whether or not my government or my idiotic neighbors recognize natural law or not.”

I think it might have been on Glenn Beck that I heard it. But many (like Jefferson?) did not want the Bill of Rights added. They thought that moving those issues from a “natural law” to something written into a government document would allow the government to mess with it.

They were right. Although I imagine it probably doesn’t matter - as the government would have found a way to mess with them anyway.

You are very right. Lots of debate surrounding the Bill of Rights. Every single argument against it has come to fruition. The language used is picked apart to give government power not found in the enumerated rights.

BUT the very concept of enumerated powers are not even understood by Joe bag O donuts. This intentional, programed ignorance is exploited by the educated class to do things like foment for a constitutional convention to deep six the electoral college. Evil exists, and it is as intentional as “Operation Fast and Furious” in creating the populist poison for the Kool Aid. Power hungry pseudo Royalist are bringing back authoritarian rule. Rule with a seat belt, no texting and a smile, everybody is a criminal so everybody is under the maile clad fist of the State.

Another "Shall Issue" state.

Not perfect, but long over do.

The Concealed Cary Map of today looks much improved when compared to the map of 1985.

I don't who came up with the saying:

To win the war, win the battles you can by Friday.

The war isn't over but another battle won today.

Exactly. “Shall not be infringed” has come to mean “Shall be regulated out of existence.” Unfortunately, some people will make apologetics because of the public education system (read: “Communism Education System”) that has taken its toll. At one time those jailed were allowed to have their arms with them in jail (being held before trial, not after conviction, IIRC, but then again, essentially no one was jailed for such lengthy terms as today, nor was the trial lengthy, nor were there laws to charge anyone and everyone with). Now, virtually no one can (”lawfully”—since constitutionally, it’s a divine right), and few people even care anymore, as long as the restrictions don’t affect them.

The guard dogs turned out to be wolves, and they’ve already eaten most of the chickens. The sheep look on and say “I’m glad I’m not a hen.”

Not only that, but Maryland does not recognize any other state's CC permit. I have to pass through your miserable state often to get from Pennsylvania to West Virginia on my way to Virginia. So, I do the regular bit of unloading and locking up my firearms as I go through Maryland and then, once I reach freedom, I do the opposite.

I really, really despise your state, sir. It's an enormous pain in the butt.

Come now; priests might have some measure of humility.
What we have are black-robed god-Kings.

I love my state as I am a Native. I despise it’s laws and it’s politics. Democrats have ruined what was once a fine place to live. I live in Southern Md. and our hospitality ,accent and politics are much different from the rest of the State.
