It’s been well-known that Iranian guards have used rape as a punishment and humiliation tool. It seems a bit bizarre that they’d care whether the inmates use condoms when raping another prisoner. Iranian prisons aren’t exactly known for caring about the well-being of their inmates.
I wonder if the prevention of AIDS is an issue here.

very true. i’ve read an Imam say it’s NOT against Islam, and not “gay”, as long as the rapist guard doesn’t take “pleasure” in it.
...and what they do to female prisoners, is far far worse.
even ordinary women prisoners, often innocent, are forceably “married” before they are executed.
