That's exactly what it means. This is more wealth redistribution. Big brother realizes he can only reach down into your pocket so many times before coming up with lint; it's now time to redistribute the “wealth” of your once-nice neighborhood. I've come to the conclusion that the “crazy” woman from the Obama inauguration who proclaimed that she wasn't going to have to worry about her car or mortgage payments anymore, wasn't crazy after all.
