The problem is that the ID would be similar to the Mexican matricula consular that so annoyed conservatives a few years ago since the Mexican government was intermeddling in relations between illegal immigrants and agencies of the U.S. Government, state government, and private institutions like banks and consumer businesses. The difference would be that the ID Perry is talking about would be given out to illegal immigrants for the purpose of "washing" them and opening a doorway to citizenship and voting -- call it "side-door McShamnesty".

Notice also that he made those comments to a Mexican nationalist and irridentist group that would have no trouble stepping on the rights of American citizens to help "their own". Those guys are selective scofflaws, full of nuestra giente this and la Raza that, when they're speaking in Spanish to Mexican fence-jumpers.
