RIVERSIDE (CBS) — Is the state of California about to go “South”?

Riverside County Supervisor Jeff Stone apparently thinks so, after proposing that the county lead a campaign for as many as 13 Southern California counties to secede from the state.

Stone said in a statement late Thursday that Riverside, Imperial, San Diego, Orange, San Bernardino, Kings, Kern, Fresno, Tulare, Inyo, Madera, Mariposa and Mono counties should form the new state of South California.

The creation of the new state would allow officials to focus on securing borders, balancing budgets, improving schools and creating a vibrant economy, he said.

“Our taxes are too high, our schools don’t educate our children well enough, unions and other special interests have more clout in the Legislature than the general public,” Stone said in his statement.

He unveiled his proposal on the day Gov. Jerry Brown signed budget legislation that will divert about $14 million in 2011-12 vehicle license fee revenue from four new Riverside County cities.

Officials fear the cut will cripple the new cities of Eastvale, Jurupa Valley, Menifee and Wildomar.

Stone said he would present his proposal to the Board of Supervisors July 12.

The new state would have no term limits, only a part-time legislature and limits on property taxes.

I don’t see why not. It’s happened in the past. Plus obama already thinks there is 60 states so he might not even notice.

Too bad it requires the approval of the legislature of California and approval by Congress. See Article IV, Section 3 of the Constitution.

This should probably happen in most states. Certainly VA- NOVA should definitely be its own state because it’s certainly not like the rest of the state. West Virginia did it, so there is a precedent, but I’m not sure how it can happen.

To me , the BIGGEST obstacle is comign up with a hard number as to what share of California’s debt...bonds, pensions, estimating all the unfunded liabilities, etc, the new state would have to agree to assume...it would require serious accounting...something the pols wouldn’t want done..also, I’m pretty sure that many of the bond woiuld immediately become callable and due, or have to be renegotiated..

Probably not as congress wouldn’t go for it unles You find a liberal area that wanted to come into union to have any chance in order to keep balance..ie Alaska and Hawaii came in at the same time, one republican state and one democratic state.

Article 4, Clause 1 of the U.S. Constitution:

"New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress."

It's possible, if Sacramento consents...or, if there is another Civil War and they try to pull a West Virginia.

OK, sounds good to me. Does this mean we can open fire like what happened in 1861 when we had some states wanting to secede?

I've got all this ammo I've had for years waiting for the "Big One". It's time to renew and replenish. Will they be under the Mexican flag?

Doubt that's going to happen, considering that there are "conservative" parts of Virginia are addicted to all the tax dollars being redistributed to them from Northern Virginia.

There have been attempts to divide CA into two or three states in the past. Generally this has come from folks in the north and opposed by the pols from the LA area who exercise a disproportionate share of influence.

The key to this is water.

The proposed, seceding counties of CA would most likely vote Republican. They’ve been suggesting this for years, but it won’t happen.

would be strange because Southern California (USC)would be in North California. Would the be call Southern North Cal or USNC.

Again, no way. They can bill me. It’s like, “make me”. “Sorry, I’m the new state of South California, I never signed on to any of that debt. I didn’t even exist then.”

You have to think outside the box you are in.
