BATON ROUGE -- Two bills designed to discourage public and private sector companies from hiring illegal immigrants have been signed into law by Gov. Bobby Jindal.
Jindal's office said he has signed House Bill 342 by Rep. John Bel Edwards, D-Amite, to require all private contractors who want to do business with a state or local public entity to use the federal worker verification system, "E-Verify," to assure that all employees are in the country legally.
Jindal also has signed House Bill 646 by Rep. Kirk Talbot, R-River Ridge, that requires private businesses to use the same "E-Verify" system as one means to check the status of workers or face fines for each illegal immigrant employed.
Jindal signed Talbot's bill Friday and Edwards' bill last Thursday. Both take effect Aug. 15.
Edwards said his bill is geared more toward public works contracts bid out by city councils, school boards and state agencies, such as the construction of a new school or bridge, while Talbot's is aimed at public and private sector employers.
Edwards' bill requires any bidder seeking a public contract to file a sworn affidavit as part of the bid package, binding the firm to use the verification system at the start of the contract and as new workers are hired.
Failure to do so could result in the cancellation of the contract and a possible three-year ban on the firm getting other public contracts.
"I want to make sure you are not paying taxes to an illegal immigrant who is building a public road or a public school or a public bridge," Edwards said.
The prime contractor also must require all subcontractors to verify the legal status of their workers, but each company would monitor its own workers.Edwards' bill says that if a contract is canceled, the private company "shall be liable

A first violation sets a fine of not more than $500 per illegal immigrant employee; a second offense would result in fines up to $1,000 per illegal employee.
For a third offense, a business would face the suspension of its work permit and fines not to exceed $2,500 per illegal immigrant.
We have a winner!
With the systems in place there is no reason to knowingly hire an illegal.
Get caught with one on your payroll. Loose the business.

Well if this is any consolation Louisiana does not have a very large population of illegals to flee to Texas. We had a very large influx of them after Katrina but most of those have moved on.
I worked for HEB in San Marcos. I worked alongside people that I know were not legal aliens.

I can't tell you how many emails I've gotten from various Texas Tea Parties about this travesty. Folks are pissed about Perry's failure to get a single anti-illegal immigration bill to his desk this session.

Their customer relations dept. is workin overtime right now since they WADED IN ON THE DEBATE. They are telling people they use E-Verify but they also use paid lobbyists.
Make those "per day from hire date"........but its a start. Add that by amendment next year.
Good. send folks to my registry on Stop the Magnet because there is such a thing as a charter amendment. If I can build my lists we may be able to empower other cities than just Houston. Have not slowed down long enough to set up a meeting with my attorney. Citizen-led is the way to go. We need to fight off the pre-emption clause in Lamer Smith’s E-Verify bill it would stop local state enforcement. NOT GOOD.
Perry seems to be an all-around do-nothing guy anyway, while Jindal is always getting things done.
If people could forgive Jindal his post-SOU flop a couple of years ago, he really would be a good conservative candidate for POTUS.
