This is section 4 of the Fourteenth Amendment. If you remove the clause specifically referencing the payment for services in the War between the States, it reads:

The validity of the public debt of the United States, authorized by law, shall not be questioned.

By what stretch of the imagination does this provide the executive with a blank check?

A debt owed is a debt owed but that does not mean one can just print bogus paper to "cover" it.

Obama does not hold the purse strings. All he can do is veto what is sent to him when it comes to money. House makes budget, goes to senate for approval, the 2 go to reconsilation and the budget goes to the president... I am senile and over 70 and know that.
