This precise issue (where a non-member of Congress makes cuts) was litigated with regards with Graham-Rudman-Hollings, also. That portion of that legislation was deemed unconstitutional.
That might work, if the Dems were rational, and the MSM didn't provide them cover 24-7. The Dems will still blame the GOP, the MSM will report it, and the Dem throngs will continue apace, and the budget will continue to explode with this "good strategic idea".
