Wassim Fayad, 43, is the second man charged over an attack on Christian Martinez at Silverwater in Sydney's west on Sunday.
Police say the 31-year-old was held face down on his bed early Sunday morning and lashed 40 times with an electrical cord for drinking alcohol.
The victim has told police he was being punished under sharia law for drinking alcohol.
In opposing bail the prosecutor told Burwood Local Court the victim fears for his safety because his alleged attackers know where he lives.

Outlaw Islam - before it’s too late.
In an Australian context, Sharia “law” should not even be legally DEFINED. Just arrest these thugs and try them for assault, battery and malicious wounding. You start attaching any significance to it other than Mahometan barbarity, and you will start on the road to oblivion...
A point extremely well made.
If so, who cares. If not, does he know where his attackers live? Does he have access to a gun?
Yes, he’s a convert.
As a convert, he definitely is a candidate for the Darwin Award.
