It could be cheaper to boost to a higher orbit than you think with VASIMR or some other Ion engine but even that would cost more than deorbiting it. Even if it was in a higher orbit it would still be as worthless as it is now.

Wrong. It cost you about $3.00 A YEAR as an individual taxpayer.
