You could always reverse-DNS the IP address of each hit and then pay special attention to any that come from the likes of *.doj.gov or *.fbi.gov. But any government agent worth his salt would use a civilian connection for surveillance. Unless the intent is simply to intimidate.
There are also databases that will estimate the geographic location of an IP address. But their accuracy is approximate at best and highly variable. And they only show the point at which the traffic enters the public internet. For instance, I see Google knows what town I'm in. But some of the ads I see consistently have me one town over. However, if I tunnel into my company's Amsterdam office, then Google and everyone else thinks I'm in Europe, not Massachusetts.
