2:16pm | Congress and Obama are trying to reach a deal by the time the Asian markets open this evening, but a deal has not been agreed to yet..

2:13pm | Unanimous consent.

Any deal to raise the debt limit by August 2nd will now require “unanimous consent” in the Senate. Senate rules allow members unlimited debate time, barring an agreement to contrary or a “cloture” vote to end debate.

A cloture vote requires not just 60 votes, but also a one-day “ripening” period, and still allows for 30 hours of debate after the vote. If one Senator unhappy with the plan currently being negotiated by Senate Minority Leader Mitch McConnell and President Barack Obama objected to ending debate, a final vote would not be held until Wednesday — assuming cloture is filed by 11:59 pm today.

We need the Mack/Rand plan. Cap at currant spending then cut 1% a year for ten years!!!

//////////////
Yeah. Freeze the Debt Ceiling and start reducing the stinking budget. 1 percent a year. More would be better.

How about the nickel plan....5 percent a year till we go into Surplus.

This is all cheap melodrama. The U.S. taxpayer is tied to the railroad tracks, the train is the Debt, and there’s no Dudley Do-Right.

Yesterday Reid attacked McConnell for refusing to talk to anyone.

Then we learn he and Boehner were talking to Obama. Then we learned he was talking to Biden.

Reid lied but he got his version out there on the airwaves.

Today, current Dem angle: McConnell to be cheered. Reid can look like he shamed McConnell into coming to the table and the true facts are lost.

Perception is reality and Dems are masters of manipulation. It's amazing Republicans win at all.

CBS just reported that McConnell caved.

---Raises ceiling through the 2012 election

---Cuts $3 trillion, but nothing specified; "bipartisan" committees to work on that...someday.

3:33pm | Will Democrats get on board?

Liberal Democrats are already lining up in opposition to the compromise being worked out between President Obama and Senate Minority Leader Mitch McConnell to raise the debt limit and cut the deficit.

Progressive Caucus Chairman Rep. Raúl Grijalva (R-AZ) released a statement opposing the plan.

“This deal is a cure as bad as the disease,” he said. “I reject it, and the American people reject it. The only thing left to do now is repair the damage as soon as possible.”

At 3:00 p.m. EST, Neil Cavuto reported that Fox sources said the 75 progressive democrats, led by Bernie Sanders, are "dead set against" the newest debt ceiling deal, and that "no way in hell" would they accept it. Other points he made: 1. Democrat leaders meeting now

2. Democrat progressive caucus postponing another meeting

3. The WH is "willing to extend the deadline a couple of days if the two sides are close"

4. There is also "rebellion in the tea party ranks."

It appears the fat lady is not singing yet, folks.

4:17pm | Conservatives also upset with deal.

Heritage Action for America says it will oppose the Obama-McConnell compromise.
4:13pm | Rand Paul “probably” won’t object to unanimous consent to speed up vote:

Sen. Rand Paul (R-KY) and Sen. Mike Lee (R-UT) tell POLITICO they will probably not object to a unanimous consent agreement to fast track a debt limit deal.

“I think we have to have a 60-vote margin, and I probably won’t object if there’s a time agreement,” Paul told POLITICO.
4:10pm | Confidence.

Sen. Susan Collins (R-ME) on Fox News:

“When I talked to … Mitch McConnell a few hours ago, he was more confident of a deal than I’ve seen him be.”

‘Senate conservatives say they don’t plan to delay debt-limit deal’

The Media reports liberals are discontented with the ‘reported deal’... but they ask the ones they know are really discontented.
So obvious, so sickening how they spin.

5:52pm | Liberal opposition coalescing.

FOX News’ Chad Pergram reports: Progressives and the Congressional Black Caucus plan presser on Monday to ask Obama to invoke 14th Amendment to avoid debt crisis. 11 am.
5:45pm | Lieberman concerned by defense cuts in an emailed statement.

“Senator Lieberman has indicated that our debt crisis is so severe that all parts of the federal government have to cut spending, and that includes Defense. But, he also strongly believes that protecting the security of the American people is the first responsibility of American government, and that means that any cuts to defense must be fair, limited, and mindful of the fact that we live in a very dangerous world. For these reasons, Senator Lieberman is very concerned about rumors that the debt agreement now being negotiated will disproportionately cut defense spending and result in unacceptably high risk to our national security.”
5:37pm | Fox News is reporting no vote tonight, as negotiations are ongoing.
5:08pm | Reid signs off.

Reid Spokesman Adam Jentleson emails: “Senator Reid has signed off on the debt-ceiling agreement pending caucus approval.”

6:21pm | Nancy Pelosi speaks:

Reuters: House Democratic leader Pelosi says House Democrats will meet on Monday to determine how to proceed in debt deal

Pelosi: “We all may not to support it, or none of us may be able to support it.”

Pelosi said Congress has determined the country won’t default, that Social Security checks will go out, military get paid, and all obligations honored.

Pelosi: “I haven’t seen the final product and I’ll have a discussion with my caucus as to how this comes down.”

Pelosi: “This bill has long ramifications, 9, 10 -years, we need to take a look and see if we can support it.”
6:14pm | House GOP conference call still has not taken place.

House Republicans still have not heard from Speaker of the House John Boehner, who pledged to confer with them before he agrees to any deal to raise the debt limit.
6:08pm | Reuters: Senate debt deal vote “highly unlikely” before Monday according to senior congressional aide.
