By what authority is this being done? If it was in the legislation or appropriations, or funding then ELECTED representatives could be held responsible. This is pure bureaucracy... exercising authority with out having to be responsible for any of the outcomes. Doesn't anyone in congress have the stones to challenge this? Can't they cut off funding to any part of the executive branch that goes rogue like this?
