Johnny Sutton immunized Aldrete-Davila--if any U.S. citizen had independently run loads of 700 or 1,000 pounds of marijuana, would Sutton or any other U.S. Attorney have immunized him?

Could you explain that? Are you saying that non-enforcement of federal laws against medical marijuana helps the cartels?

The 21st Century versions of Whitey Bulger and Danny Greene, past gangsters enabled by our government.
CULIACAN, Mexico, Jan 19 (Reuters) - A decade after its leader Joaquin "Shorty" Guzman escaped from prison, Mexico's Sinaloa drug cartel is the most powerful organized crime gang in the Americas despite a government crackdown.Guzman's cartel is believed to handle 65 percent of all drugs illegally transported to the United States, drug experts say. The Sinaloa cartel is also the most international in the Americas, with cells in Central and South America, Europe, China and India, according to analysts and official sources.
Guzman, 53, was captured in 1993 in Guatemala but escaped from a Mexican maximum security prison on January 19, 2001 in the back of a laundry van with the collusion of dozens of corrupt guards. He has outwitted several major government drives to find him since 2002 including narrow escapes from planned raids on parties in 2007 and late last year, according to Mexican media reports.
Amid accusations that federal authorities protect Guzman, experts estimate his cartel has suffered fewer casualties and arrests during President Felipe Calderon's four-year-old campaign against drug trafficking. But the government says it has made progress in weakening the Sinaloans, including the arrest of Vicente "Vicentillo" Zambada, the son of Guzman's right-hand man Ismael Zambada in 2009, and the killing of senior cartel leader Ignacio "Nacho" Coronel last July.
The outrage of the Clinton State Department over Hondura's ouster of its president seeking an unconstitutional extension in office may have revolved around the four planeloads a day the so-called "coup" curtailed.
