California mulls giving 12-year-olds STD vaccine Gardasil without parental consent
Life Site News ^ | August 12, 2011 | KATHLEEN GILBERT

Posted on 08/12/2011 2:02:56 PM PDT by NYer

WASHINGTON, August 12, 2011 (LifeSiteNews.com) - The California legislature is now pushing through a bill to remove parental notification for children as young as 12 to receive the dangerous STD vaccine Gardasil.

The American Life League reports that each treatment of the HPV vaccine Gardasil, has an average cost of over $360, a sum that would be footed by taxpayers.

Gardasil, the most popular HPV vaccine, has been found to cause dangerous side effects and as many as twelve deaths in the United States alone.

The state had attempted but failed in 2007 to mandate HPV vaccinations for all girls entering junior high.

Dr. Diane Harper, a former lead researcher for the controversial vaccine, told CBS in 2009 that serious side effects could prove riskier than the HPV the drug purports to prevent, and that “young girls and their parents should receive more complete warnings before receiving the vaccine.”

“The known medical risks and controversy demonstrate the true nature of this legislation: Sexual zealots in Californian politics believe that 12-year-old boys and girls are sexual animals that have no need or ability to control their own behavior,” said Paul E. Rondeau, director of communications for American Life League.

“The premise is that children will and should have sex regardless of what parents believe is best for their own sons and daughters.”

Hearings on AB499 are expected starting on August 15. If passed, California governor Jerry Brown is widely expected to sign the measure.

“Sexual politics is not about the health of children and families: Sexual revolutionaries grow their careers, manufacturers of so-called sexual preventions and cures like Merck grow their market, and distributors like Planned Parenthood grow their profits,” said Rondeau.

American Life League is sending an Action Alert to all its constituents in California, and urging its 115 national Associates to support the defeat of AB499.

Um, Perry signed included an opt-out for parents in his EO. Apparently, you can’t tell the difference between giving the shot with parental consent as opposed to doing so without it.

Rick Perry, Is that you?

The legislature passed a bill that overrode the proposed executive order, and Rick Perry signed it. Even the executive order would have allowed parents to opt their daughters out of the vaccinations.

apparently, you can’t tell the entire truth.

i actually LIKE Perry, and am willing to vote for him.
but that was a BAD decision.
Freepers from Texas reported here long ago,
that the “opt out” wasn’t as clean as you imply.
and, it wasn’t PERMANENT.
that it had to be notarized, and renewed periodically.
and, if you objected for other reasons than given,
it forced you to perjure yourself.

again, Perry’s strong executive leadership, and conservative principles, outweigh this.
but, he is not perfect. and being less than accurate,
is unfair to him.

Perry had a very poor form of opt out. There is a difference between giving consent, and being required to find and fill out a form stating you have religious objections to all vaccinations, and then filing that with the state government in order to prevent a specific objection.

I would have needed to perjure myself (swear I objected to all vaccinations) to ‘opt out’ of Perry’s plan. Notably, the GOP Legislature overruled Perry.

“Exclusions from compliance are allowable on an individual basis for medical contraindications, reasons of conscience, including a religious belief, and active duty with the armed forces of the United States. Children and students in these categories must submit evidence for exclusion from compliance as specified in the Health and Safety Code, §161.004(d), Health and Safety Code, §161.0041, Education Code, Chapter 38, Education Code, Chapter 51, and the Human Resources Code, Chapter 42.

(1) To claim an exclusion for medical reasons, the child or student must present a statement signed by the child’s physician (M.D. or D.O.), duly registered and licensed to practice medicine in the United States who has examined the child, in which it is stated that, in the physician’s opinion, the vaccine required is medically contraindicated or poses a significant risk to the health and well-being of the child or any member of the child’s household. Unless it is written in the statement that a lifelong condition exists, the exemption statement is valid for only one year from the date signed by the physician.

(2) To claim an exclusion for reasons of conscience, including a religious belief, a signed affidavit must be presented by the child’s parent or legal guardian, stating that the child’s parent or legal guardian declines vaccinations for reasons of conscience, including because of the person’s religious beliefs. The affidavit will be valid for a two-year period. The child, who has not received the required immunizations for reasons of conscience, including religious beliefs, may be excluded from school in times of emergency or epidemic declared by the commissioner of public health.”

That’s a deal breaker as far as I’m concerned. I don’t think I could vote for a candidate who would let the state insert itself in a family’s life in such a way, especially when there is so much controversy about this vacine, and especially since I know he got a campaign contribution from the drug company.

I don’t care about his so-called “conservative” values. He’s not a conservative as far as I’m concerned.

The order included an opt-out "in order to protect the right of parents to be the final authority on their children's health care." Perry ordered the Department of State Health Services to allow parents dissenting for philosophical or religious reasons to request a conscientious objection affidavit form. That form, which has been available since 2003, enables parents to enroll their children in public school even if they lack state-required immunizations. It's automatically granted as long as parents provide all required information.

Why does he need to have an executive order for a shot if there was a parental override option?

Actually, the EO offered parents more of an ability to opt out of all vaccines in the state:

http://wingright.org/2011/08/07/dose-of-reason-perry-and-gardasil/

The Governor’s Executive Order (RP 65) that caused all the controversy also ordered the director of DSHS to make it easier for parents to opt out of vaccines. The Legislature had changed the law from “opt in” to a requirement to “opt out” once for all the school years. Next, they changed to a two year limit on the opt out, and then in 2005, the Legislature restricted the period to one year and required a new State form bearing a “seal.” Parents had to go to Austin or start early in the summer. There were bureaucrats who maintained that the only way to get the form with the seal was to go to Austin, find the right office and make the request in person. Perry used his EO to tell the Director of DSHS to make the request (and the seal) available on-line, making it easier to “opt out.”

In fact, the reason for the Executive Order was to speed up private insurance coverage and to make it easier for parents to exercise their right to opt out.

From what I understand is that any vaccine that is mandated by a Govenor can be fast tracked into the public and that is what happened in Texas. It was fast tracked even with knowledge of the side effects and the dangers of the drug.

“Why does he need to have an executive order for a shot if there was a parental override option? What a waste of time and taxpayer money.”

From what I have read it appears many health insurance companies would not cover the cost of the shots unless it was added to the states list of mandated vaccines. Tax-payer money was already being used to give the shots for to poor kids for free but then the taxpayer had to shell out even more money to get it for their own kids. Perry not only made opting out an option, but changed the opt-out procedure to make it easier for parents.

Sex education long ago ran off the rails and is no longer about learning basic biology (or as Jethro Bodine would say “goesintas”) and hygiene. It’s been about pushing the sex positive agenda (normalizing homosexuality and every other combination, smashing monogamy, and eradicating the age of consent).

They consider orgasm to be a birthright (read up on Reich, Kinsey, and SEICUS) to be shared with everyone at every age. They consider abstinence unhealthy and seek to end all moral judgements (and laws) against all pairings regardless of sex, age, relation, marital status, number, or species of partner(s).

If it was about REDUCING teen pregnancy and disease, you wouldn’t be having the problems of RISING rates of pregnancy (aborted fetuses are still the result of PREGNACIES, those pregnancies MUST be counted, it’s not like “they didn’t happen) and STDs.

Promiscuity is encouraged and the faculty are taking full advantage of the youths.

Plus, God sees all.

The other question is whether parents and the child can sue the California Govt and individual members of the legislature who voted for the mandatory vaccination bill, if the child is harmed or killed.

I would hope that some legislator would enter an amendment to that bill that would make the governor, head of the dept. of health, and each member of the legislature who voted for the mandatory vaccination, WAIVE their governmental/legislative IMMUNITY, and be open to lawsuits for any harm done to the children.

It wouldn’t pass, but what an eyeopener bill it would be and a great campaign tool against those who voted for the vaccinations.

“You voted for a dangerous bill and crippled/killed my child.”

This has nothing to do with Perry. Perry's order ALWAYS involved parents allowed them to opt-out of the vaccine for their teens.

This bill side-steps parents entirely by obtaining consent directly from 12 yo kids with no notice, to authorization, no parental protection at all.
