Remember Bill Clinton had an initiative on racial matters? As I recall, he scheduled seminars around the country on racial issues. Clinton himself conducted some, while others were presided over by prominent people appointed by Clinton, such as the historian John Hope Franklin.
But as I recall, these sessions devolved into “bull” sessions, and charges of insensitivity leveled at those who questioned the need for affirmative action.
I don’t think any legislation or new policies came out of Clinton’s race discussions.
More recently, Eric Holder lectured us that we don’t have the guts to honestly discuss racial matters.
I would love to ask Holder, Clinton, and any other liberals, if the youth gangs and flash mobsters are upset about the legacy of slavery and Jim Crow laws, and if that’s why they do what they do.
The conceptual leap that turned the unspeakable into the inevitable appears to be the connection of violence with austerity: once responsibility for any inner city riots can be laid at the Tea Partys door, the subject can safely be discussed. Indeed, it must be discussed.
That is a load of bovine excreta! This disaster was brewing long before the "Tea Party" popped up.

A ‘conversation’ regarding race relations always consists of what the white man did to blacks and how much more the whites need to pay up to even begin to make it even. One can rely on the NAACP and others to finger wag and make calls for more of everything, but make no demands on their own people to take an ounce of responsibility or blame.

Hogwash. They're all on "benefits," reliant on the ever-smaller population of taxpayers. Otherwise, why would they be rioting "because" of planned - not yet actual - reductions in the handouts?

I'd take issue with one part of the author's thesis. The black middles class has indeed grown, increased, even flourished. The problem is that the black "underclass" (what the author terms "bad blacks") had increased exponentially. When a poor black teenage girl..a high school drop out, has 3 or 4 kids, often by separate fathers (actually, sperm donors is more accurate, as per Mayor Nutter)..well, you've just ruined, and sacrificed, a whole new generation.
My totally anecdotal experience with middle class black families ( of whom I have many as good friends) is that they tend to have even less children than their white contemporaries. It's almost as though they want to make absolutely sure they have the time and resources available to raise one child successfully.

, the interesting point was raised that what's needed is more cops "walking the beat". The police have retreated to their squad cars and to watching events over CCTV cameras. They try to keep on top of what's going on by talking to "community leaders" who may not actually "lead" anybody but their own agendas.
When cops walk the beat, talking to people in the neighborhood, to the shop owners and people hanging around, they get a feel for what's going on. This intelligence gathering is vital, and cannot be farmed out to "community leaders" and cannot be gathered from a vehicle passing through but not interacting with the neighborhood.

The phenomenon is actually cultural reversion. The ingrained culture of the tribe, the socialization of “the noble savage”, the reversion to the law of the jungle and ancient Africa are the root.
The basic black culture has integration problems and is unable to change even thought there is vast geographical movement, some are simply unable to cope

However, the Compromise of 1976 is now showing its age. The policies intended to build the Black middle class are collapsing in disarray. The housing meltdown wiped out much of the capital the Black middle class had managed to accumulate. Many of the employment opportunities that held the most promise to put more Blacks into the middle class are rapidly diminishing: federal, state and local governments (plus the Postal Service) will be retrenching and cutting wages for some time to come. Manufacturing will not be adding workers. Small, entrepreneurial businesses are often found in places like the exurbs where Blacks are relatively scarce and small, informal start ups tend to hire through the entrepreneurs social networks in which few Blacks may be found. Anti-discrimination laws work best at large, bureaucratic institutions: exactly the kind whose hiring rates are likely to slow.
What about the collapse of the Black family and urban public immigration? Or the stress created by the importation of a new underclass thanks to our immigration policy? What of the related competetition from the new larger Hispanic minority and grievance lobby? How do you talk about race in America and not talk about immigration? The America of 1976 gave birth to children 2/3rds of whom were white. The America of 2020 will give birth to a majority minority population thanks to immigration.
The housing bubble was largely created by racial-redistribution by means of lowering lending standards. That less credit-worthy people would be hurt the most when the bubble collapsed was ignored by our elites.
