President Barack Obama has signed an executive order directing the federal government to design a new strategy for hiring, promoting and keeping workers of diverse backgrounds. The three-page order released Thursday directs the head of the Office of Personnel Management, a deputy director at the Office of Management and Budget and two other agencies to develop the strategy within 90 days. Agencies then have 120 days to implement it. An Office of Personnel Management report says that in fiscal year 2010, the federal workforce was 66.2 percent white, 17.7 percent black, 8 percent Hispanic, 5.6 percent Asian/Pacific Islander, 1.8 percent Native American. It was 56.1 percent male.

Per OPM statistics, it looks like the federal workforce already represents the national racial distribution accurately. But that’s not good enough! No, we have to have more racial minorities in federal jobs than in the general population. (shaking my head) So much for my hope of getting a federal job.

It's more than just employment. In O's view of a transformed America, everything is directed from the top, i.e., from the Federal government. Making the Federal workforce a minority dominated workforce -- both through hiring, promotion, and white attrition policies -- effectively establishes a minority ruling class in many areas.

Let’s make it more accurate. Cut 5% of the weakest of the black employees, and replace them with intelligent hardworking Asians and watch the productivity go through the freakin’ roof.

If they have almost 18% blacks and 65% whites - when the population is only 12.3 black and 75.1 white - whites and Hispanic are underrepresented and black overrepresented. (Hispanic only at 8% in Fed Gov't but 12.5 in population.
So blacks are hired at a higher rate than others.

I doubt that. Can’t find a copy of the actual order but from the commentary it looks like this is directed at increasing diversity across labor categories and at higher pay grades. IOW, not enough women and minority engineers especially at the GS-15 level.
Actually - the Hispanic is equal to racial makeup - but blacks are only 12.5 of the general populations and whites are 75.1.
Ergo - gotta cut done on blacks and up on whites.
