Gray spared, but he accepts responsibility for missteps
The administration of D.C. Mayor Vincent C. Gray engaged in cronyism, paid salaries above legal caps and illegally hired the children of senior officials, according to the findings of a D.C. Council investigation released Tuesday.
While the draft report by the councils Special Committee on Investigation of Executive Personnel Practices found clear evidence of such practices by the Gray team, the mayor was largely spared.
The report states most of the blame for personnel errors falls squarely on the staffers who were responsible for hiring political appointees, then placing them in agencies: Judy Banks, the interim director of the D.C. Department of Human Resources; Gerri Mason Hall, who served as Mr. Grays chief of staff until she was fired in March; and Lorraine Green, a longtime confidante of the mayor who led the campaign and transition.
Still, Mr. Gray, Democrat, blamed himself.
At the end of the day, its my administration and I take responsibility, he said.
The report also found strong evidence that Howard Brooks, a campaign consultant during Mr. Grays run for mayor last year, provided funds and a job to minor mayoral candidate Sulaimon Brown to stay in the race to attack incumbent Mayor Adrian M. Fenty.
Mr. Brown leveled the dramatic accusations after he was hired, then fired earlier this year from a $110,000-a-year job in the Department of Healthcare Finance.
The report, released by the office of council member Mary M. Cheh, Ward 3 Democrat, brings some closure to personnel issues that dominated the first months of the administration.

In reality Gray was thinking: Dang, that was a close call, they almost nailed me, I'll be more careful next time.

Ah, the employer of last resort for those unemployable children of the new elite. Dumber than a brick, but related to one of the staffers, you’re in. Counting paperclips without a calculator just too hard, well only come in on days ending in Z, but we’ll pay you full salary anyway because it seems so fair.
That DC mayoral race was THE most racist thing I’ve seen in my life. It was all about race, one black guy vs. another black guy with the argument over an Asian schools superintendent whose boyfriend (as I understand it) is the black mayor of Oakland. Thing is, she was actually making good progress with the DC public schools. Can’t have that.
Exactly. I believe her name is Rhee and she was making progress and ticking off teachers and their union. The election was super racist and it didn’t take long for them to get rid of Rhee.
I question the posting this under news. This is just the same ‘ol same ‘ol for The District. (Willimas and Fenty were aberrations)
Oh, I think Rhee was gone before Gray was sworn in! Interestingly, they kept the white female (blonde, even) DC Chief of Police. So in that sense, it wasn’t really so much racist vs. Rhee. It was more like anti-success. They just used race to get the votes for Gray. (I hate to say this, but similar to how Huckabee beat Romney in IA in ‘08 .. that “s/he’s not one of us” thing. Don’t want those kids ‘acting white’ (or Asian) and maybe succeeding in school. You may recall the head of the DC teachers union was found guilty of HUGE embezzlement. It’s such a great place. As long as you don’t look too closely, or beyond the Mall.
