$12 Pollution Assessment To Be Added To Car Registration Fees
Every person who owns a non-commercial vehicle in the San Joaquin Valley will begin paying a fine for violating federal air quality standards starting in October, said the San Joaquin Valley Pollution Control District.
The fine will show up as a $12 pollution assessment on a resident's annual car registration bill.
"We will pay this fine every year until we go three straight years without violating tougher federal air quality standards," said Anthony Presto, a spokesman for the pollution control district.
The reason for the fine is that the San Joaquin Valley is one of the two worst spots in the entire country for poor air quality, Presto said. He explained that the federal government is now fining the control district $29 million a year until the situation improves. That fine is being passed on to vehicle owners, Preston said, because vehicles are the biggest cause of air quality violations.
However, some drivers expressed frustration that the southern part of the county, not Stockton or Modesto, is to blame for contributing the most to air quality violations.
"We already aren't supposed to burn wood in our fireplace and we all comply with that. Farmers no longer burn their fields. No one burns their garbage anymore," Stockton driver Dale Hagadorn said. "We'll try not to idle our car engines as much, but to assess us for this seems out of line."
The San Joaquin Valley Pollution Control District is urging residents to curb vehicle use, and especially engine idling, over the next six days as conditions will be prime for poor air quality.

To me it means that the insane are running the asylum, with the help of too many useful idiots.
I have this fundamental problem with agencies of the Federal government (our public servants) suing ond/or fining states or individual counties (our other public servants.)
I thought "just following orders" went out after Nuremberg.
Who will they arrest if the State or County fails to collect?
Who gets the money?
How will that income be used?

I’m having a hard time sympathizing with them. For years we had to have our cars E-Checked before they would issue plates. It was paid separate from our plate fee. A few years ago they switched it so the fee for the test and fee for the plates are now combined.

Interesting that they call it a fine, rather than a tax. I guess the standard is simply the sin of owning a car, not whether or not i meets pollution standards. Highly suspect that you can be fined for a legal activity.
