Phoenix-based Nuestros Reconquistos claims that there will be a war very similar to the Civil War fought in the next five years. “La Raza and MEChA have already talked to Latinos and Phoenix and explained that Latinos need to arm themselves for war,” says Nuestros Reconquistos President Manuel Longoria.
Latino groups believe they have enough people in states such as California, Nevada, Arizona, New Mexico, and Texas to successfully wage a war on the United States.

So MeChA and La Raza are encouraging illegal aliens to illegally obtain weapons (it is illegal for a ANY non citizen, much less an illegal alien, to obtain a firearm in the US) for the express purpose of starting a war against US citizens.

This goes way past terrorism to an outright declaration of war and incitement of acts of war and or terrorism. They have just declared themselves to be terrorist organizations actively preparing themselves for attacks against American citizens and property.
Where is the Department of Homeland Security, which is supposed to be protecting the country from just these kinds of attacks?
