That's because of the turnover in administrations. Pennsylvania just joined the balanced budget club this year after gaining control of the governor's mansion and house of representatives from Ed Rendell and his porky crew. I honestly didn't think we could do it the first year.
But that still doesn't answer the question of which state you are bragging about.
