Ad Counsel? They seem to sponsor just about every PSA anymore.

back then they sponsered , farmed the ad agencies to produce a commercial, and place it on networks as PSA’s
for the war effort and support

here is an example....Heart care PSA sayin it is wise to see your doctor at age 40 because.....bla bla bla
or any relevant subject meriting a PSA
in the above , either a drug company or doctor cartel would fund the message simply cause the info will save lives
the Ad Council hires some ad agency to write and produce the piece and then the Ad Council secures air time for broadcast
by and large there is little biases save the occsional global warning stuff
