Obama suggests changing unemployment system (work-sharing, bridge-to-work training)

In urging Congress to extend jobless benefits, President Obama went beyond short-term aid and called on the country to rethink how it looks at unemployment, recognizing the long-term devastating costs of having so many unproductive people on its hands for long periods.

Specifically, Obama endorsed a work-sharing plan embraced in Europe that averts layoffs by spreading the pain among co-workers, as well as a more controversial bridge-to-work idea that puts people who are on unemployment benefits into training or temporary work that would set them on a path toward regular jobs.

The president also proposed, as part of his $447-billion stimulus bill unveiled Thursday night, a $4,000 tax credit to employers for hiring anybody who has spent more than six months looking for a job.

The White House estimated that this part of Obama's economic stimulus would amount to $49 billion, mostly for extending jobless benefits that would otherwise expire early next year for more than 3 million people.

The president's overall aim is to get more out of unemployment insurance funds in light of the reality of today's economy: Job growth has stalled and the number of people out of work for six months or more has swelled to unprecedented levels.

Some 6 million U.S. workers, or about 43% of the total unemployed, have been without jobs for more than six months, according to federal statistics for last month. Discouraged, many others have dropped out of the labor force. And the longer they remain jobless, the more likely they are to suffer the scarring effects of unemployment that can hurt their earnings permanently.

I agree with you. After someone has exceeded their benefit limit, linking continued benefits to work is a good idea. In this economy and having gfriends on unemploment and I see looking for work I favor the continuation of benefits being extended.

Im helping a friend who has nearly lost evertything and unemployment payment he gets keeps him and his family from being destitute. He looks for work. There are many in very dire straights.

Ive cut back on my spending to help a few people. Isnt that the right thing to do? Maybe I dont understand your post. What is someone supposed to do when friends fall on very hard times?

I bet there is one other change implicit in his proposals, the formula for calculating unemployment. This cretin is all about changing formulae if he can’t get the results he wants thru normal means.

I did not learn about spreading the pain in college I learned it from Jesus who went through much pain to help others. Did I end up in the DU forum by mistake. I cant believe I am in America with some of these posts I am reading. Obama does not have the right answer but those that need our help should not be getting our wrath. what is next, you tell them to make bricks without straw!

This will not go over very well with the unions at all because union contract guarantees that those with more seniority are not laid off.

Americans are out of work and in trouble and this moron wants to experiment with the failed policies of the old dying EUrope. The man doesn't have a clue.

If I can get a lot of work out of those who receive unemployment checks, then that IS an incentive to find a different job at higher wages.

Some activist judge will rule that sloth is an individual right and award money without requiring work.

First, I'm sure I misread your post. Second, I remember Carter. Those were the days when you bought something today because the price would be higher tomorrow...and if you have a variable rate mortgage you were in really bad shape.

Excuse me if I was harsh. At the same time I was posting I was talking to a friend that is in really, really bad financial shape.

I’m for unemployment insurance for the recently unemployed, but they should pay it out on a declining scale of what they pay each week, to ensure there is an incentive to get these jobless persons a reason to get out there and look for a job. Reduce the unemployment check 2% per week.

As a CPA, I counsel a number of people in bad financial shape regularly.

The first thing to realize is that a financial crisis is always a good thing. The crisis creates the environment for necessary change that most people knew was coming but wanted to avoid facing.

The second thing to remember is that God often uses a crisis to bring people to Him. Only when we place our trust in Him are we truly secure. The financial crisis is a time for someone to reorganize and refocus their priorities to make them God centered.

As a friend, you can help the person see both the blessings they have as well as help them recognize how God is moving them in this crisis.

Most importantly, don’t help them defer the crisis without a realistic plan.

As a CPA, I counsel a number of people in bad financial shape regularly.

Some of my friends used to use a CPA. They are way past the point of needing one now. Everything gone.

You sound like you give good counsel though. I agree with you very much about people reorganizing their priorities. First priority is to follow a very good rule. It is good to spend yesterday's money, okay to spend today's money but never spend tomorrow's money. No debt, especially credit cards to pay for movies and pizza.

I am so happy that about 15 years ago we were exposed to a seminar on going debt free. People really need to look at the interest they pay every month and then think how their life would be if they did not have just the interest portion of the monthly payments they make.

On the point you raise, I think of it this way. Someone that was previously in debt that finds themselves with less possessions but now no debt is much further ahead those possessions were tied to payments and interest.

If they can avoid debt and interest from that point going forward, they wil be ahead soon. The of course is based on them having some income. The people I was talking about in my earlier posts don't have that. They are hand to mouth now. It is a very tough time for them.

The comment by that poster was not about you. The thread is not about you.

I learned it from Jesus who went through much pain to help others.

One of the best definitions of socialism I ever heard is that socialism is planned poverty (except of course for elite socialists). Do you understand the difference between socialists and marxists, et al. spreading pain and misery on purpose by means of big government, and voluntarily going through suffering oneself for the sake of someone else?

I like your brick without straw analogy. However, it is the very policies that the look alike Sphinx has demand and got through with a like minded Congress that created with intend this contagious pain. The intent is the complete destruction of the independent, productive 'free' (in a manner of speaking) middle class.

I do not spend time on DU forums, I know enough people personally that have NO problem with liberal policies. Liberals from the top to the bottom, through my life time have attempted to return back to the days of the French Revolution and put US on that trail. It is like a time warp and a methodical process of gutting from US the very concept that set US apart from all other nations in all of recorded history.
