How to Reverse the West's Decline

Pioneer of sociology: In his philosophy of history, Ibn Khaldun recognised the value of "Asabiyah" (social cohesion)

It is not clear that the West has successfully met the challenge of 9/11. Worse: it is not clear that the West yet fully understands what the challenge is.

To understand 2001 we have to go back to 1989, the year of the collapse of the Soviet Union, the end of the Cold War, and the fall of the Berlin Wall. It was an historic moment that few had expected. What did it mean? It was then that two stories were born, with one of which we are familiar, the other of which we seem hardly to know or understand at all.

The first narrative was that the West had won. Communism had imploded. In the end, it failed to deliver the goods. People wanted freedom. They sought affluence. The Soviet Union had delivered neither. Politically it was repressive. Economically it was inefficient. For freedom you need liberal democracy. For affluence you need the market economy. 1989 marked the victory of both. From here on democratic capitalism would spread slowly but surely across the world. To adapt Francis Fukuyama's phrase of the time, it was the beginning of the end of history.

The other narrative was quite different but has the advantage of so far being proved correct. Unlike Fukuyama's, it was based not on Hegel but on the 14th-century Islamic thinker Ibn Khaldun. We don't know much about Ibn Khaldun in the West but we should. He was one of the truly great thinkers of the Middle Ages. He has every claim to be called the world's first sociologist. Not for another 300 years would the West produce a figure of comparable originality: Giambattista Vico. Both produced compelling accounts of the rise and fall of civilisations. Both knew what most people most of the time forget: that the greatest civilisations eventually fall. The reason they do so is not necessarily the rise of a stronger power. It is their own internal decay.

Most accounts of al-Qaeda focus on the intellectual influence of the 20th-century thinker and critic of the West, Sayyid Qutb. That influence was real. But the deeper story the leaders of al-Qaeda told in 1989, without which 9/11 is unintelligible, had less to do with Qutb and hatred of the West and its freedoms; and much more to do with the key precipitating event of the fall of Communism: the withdrawal, in 1989, of the Soviet army from Afghanistan.

It was that event that set in motion the rapid collapse of one of the world's two superpowers. It was achieved not by the United States and its military might, but by a small group of religiously inspired fighters, the mujahideen and their helpers. Ibn Khaldun's theory was that every urban civilisation becomes vulnerable when it grows decadent from within. People live in towns and get used to luxuries. The rich grow indolent, the poor resentful. There is a loss of asabiyah, a keyword for Khaldun. Nowadays we would probably translate it as "social cohesion". People no longer think in terms of the common good. They are no longer willing to make sacrifices for one another. Essentially they lose the will to defend themselves. They then become easy prey for the desert dwellers, the people used to fighting to stay alive.

That, so it seemed to those who read history that way, is what happened in Afghanistan. It was never possible for a small group to defeat a superpower by conventional means. But it could go on endlessly inflicting casualty after casualty until eventually the superpower — more like a lumbering elephant than a wounded lion — withdrew. The desert dwellers are hungrier, tougher and more ruthless than the city dwellers who long more than anything for a quiet life.

That was the calculation. The odd thing is, it worked. And those who had fought the Soviet Union looked on in wonder at the effect of their victory. For not only did the Russians withdraw. Within an extraordinarily short time their whole empire collapsed. Ibn Khaldun was right. The society had grown rotten from within. It had lost its asabiyah, its cohesion. It had lost the will to fight.

If that is what a small group of highly motivated religious fighters could do to one superpower, why not the other, America and the West? America could not be defeated on its own ground. But what if it could be tempted, provoked, into occupying the very same ground that had seen the humiliating withdrawal of the Soviet army, namely Afghanistan itself? To do so would require a truly massive provocation, one so shocking that it would make the Americans forget what everyone knew, that Afghanistan is a death trap that ultimately defeats all invading armies. That is when 9/11 was born.

The theory was that the Americans and the Russians might be unalike in every other respect, but this they shared: that they were advanced urban civilisations in which the social bond, asabiyah, had grown weak. They were no longer lean and hungry. They were overweight and lacked the capacity for sustained sacrifice. If America could be provoked into occupying Afghanistan, it could be defeated exactly as the Soviets had been, not by any decisive battle but by sustained asymmetric warfare. The proof was that American troops had withdrawn from Lebanon in 1984 and Somalia in 1994 under just such circumstances. They had no more staying power than the Russians. Like the Russians, within a decade they would be looking for an exit strategy. 9/11 was the attempt to lure the United States into Afghanistan, and it worked.

The aim of al-Qaeda never was the collapse of the West. It was the withdrawal of American troops from Saudi Arabia, together with larger aspirations for the revival of the Caliphate and the reemergence of the Umma as a world power. But the collapse of the West was foreseen. It was not an aim but a consequence, and it followed from Ibn Khaldun's theory of the decline and fall of civilisations.

Has it happened? Not yet. But ten years on, the United States has been humiliated into renegotiating its trillions of dollars of debt. Western economies, almost all of them, are ailing. The European Union is under strain, its future in doubt. There have been riots and looting on the streets of London and Manchester, just as there have been in recent years in France, Greece and Spain. The global economy looks far less stable than it did before the collapse of 2008. In Europe, following a series of scandals, bankers, politicians, journalists and even the police have been tried and found wanting. Those who read the runes of the future are turning their eyes eastward to India, China, and the fast-growing economies of south-east Asia. The West no longer looks invincible. As a narrative, the "end of history" has proved less predictive than the "decline of civilisations". So far, Hegel 0, Ibn Khaldun 1.

The real challenge of 9/11 is not what it seemed at the time: Osama bin Laden, al-Qaeda, Sayyid Qutb and radical Islam. These were real and present threats, to be sure, but they were symptoms, not cause. The challenge was the underlying moral health of Western liberal democracies, their asabiyah, their sense of identity and collective responsibility, their commitment to one another and to the ideals that brought them into being. The counter-narrative of 1989 and the fall of Soviet Communism saw it not as a victory for the West but as part of a law of history that says: all great civilisations eventually decline, and the West will be the next to go.

That view is not limited to enemies of the West. It was most recently stated by the Harvard historian Niall Ferguson in his Civilization: The West and the Rest. It was most powerfully formulated by Alasdair MacIntyre in his masterwork, After Virtue. My favourite version of it comes from Bertrand Russell in the introduction to his History of Western Philosophy, speaking about the tendency of the most creative civilisations to self-destruct:

What had happened in the great age of Greece happened again in Renaissance Italy. Traditional moral restraints disappeared, because they were seen to be associated with superstition; the liberation from fetters made individuals energetic and creative, producing a rare florescence of genius; but the anarchy and treachery which inevitably resulted from the decay of morals made Italians collectively impotent, and they fell, like the Greeks, under the domination of nations less civilised than themselves but not so destitute of social cohesion.

Social cohesion is what Ibn Khaldun called asabiyah. And Russell's description of Renaissance Italy fits precisely the postmodern, late capitalist West, with its urge to spend and its failure to save, its moral relativism and hyper-individualism, its political culture of rights without responsibilities, its aggressive secularism and resentment of any morality of self-restraint, and its failure to inculcate the habits of instinctual deferral that Sigmund Freud saw as the very basis of civilisation. Sayyid Qutb hated the West. Ibn Khaldun would have pitied the West. The pity is more serious than the hate.

There is a simple choice before us. Will we continue to act in ignorance of this other narrative? If so, we will replicate the fate of Greece in the second pre-Christian century as described by Polybius ("the people of Hellas had entered on the false path of ostentation, avarice and laziness"), and that of Rome two centuries later, when Livy wrote about "how, with the gradual relaxation of discipline, morals first subsided, as it were, then sank lower and lower, and finally began the downward plunge which has brought us to our present time, when we can endure neither our vices nor their cure." If we carry on as we are going, the West will decline and fall.

There is, to my mind, only one sane alternative. That is to do what England and America did in the 1820s. Those two societies, deeply secularised after the rationalist 18th century, scarred and fractured by the problems of industrialisation, calmly set about remoralising themselves, thereby renewing themselves.

The three decades, 1820-1850, saw an unprecedented proliferation of groups dedicated to social, political and educational reform-building schools, YMCAs, orphanages, starting temperance groups, charities, friendly societies, campaigning for the abolition of slavery, corporal punishment and inhumane working conditions, and working for the extension of voting rights. Alexis de Tocqueville was astonished by what he saw in America and the same process was happening at the same time in Britain.

People did not leave it to government or the market. They did it themselves in communities, congregations, groups of every shape and size. They understood the connection between morality and morale. They knew that only a society held together by a strong moral bond, by asabiyah, has any chance of succeeding in the long run. That collective effort of remoralisation eventually made Britain the greatest world power in the 19th century and America in the 20th.

It is a peculiarity of the Abrahamic monotheisms that they see, at the heart of society, the idea of covenant. Covenantal politics are politics with a purpose, driven by high ideals, among them the sanctity of life, the dignity of the individual, the rule of justice and compassion, and concern for the poor, the widow, the orphan and the stranger. G.K. Chesterton called America a "nation with the soul of a church". Britain used to be like that too. In the 1950s there was no television at certain hours on Sunday so as not to deter churchgoing. Sundays helped keep families together, families helped keep communities together, and communities helped keep society together. I, a Jew growing up in a Christian nation, did not feel threatened by this. I felt supported by it — much more than I do now in an ostensibly more tolerant but actually far more abrasive, rude and aggressive society.

What is unique about covenant is its seemingly endless possibility of renewal. It happened in the Bible in the days of Joshua, Josiah and Ezra. It happened in America between 1820 and 1850 in the Second Great Awakening. It happened in Britain at the same time through the great Victorian social reformers and philanthropists. Covenant defeats the law of entropy that says that all systems lose energy over time. It creates renewable energy. It has the power to arrest, even reverse, the decline and fall of nations.

None of us should be in any doubt as to the seriousness of what is at stake. Europe today is pursuing the chimera of societies without a shared moral code, nations without a collective identity, cultures without a respect for tradition, groups without a concern for the common good, and politics without the slightest sense of history. Ibn Khaldun, were he alive, would tell them precisely where that leads.

The question is not radical Islam but, does the West believe in itself any more? Is it capable of renewing itself as it did two centuries ago? Or will it crumble as did the Soviet Union from internal decay. "We have met the enemy," said the cartoon character Pogo, "and he is us." That is the challenge of 9/11. It's about time we came together to meet it.

Interesting post about need to return to conservatism to stop decline.

Most interessting since it is from a Muslim philosophical perspective.

I wonder whether Jonathan Sacks is the son or grandson of author Oliver Sacks?

I agree with most of what you say, except for the fact communism did not die with the fall of the Soviet Union, it just changed direction and became a more global movement, known under various names as the New World Order, One World government, Agenda 21 or just plain, Progressivism.

All that died was the Soviet directed communism. What all forms of communism have in common is atheism and the belief that man can bring a sort of order and fairness to the world that religion cannot. The problem is that the communist idea of fairness has nothing to do with public welfare and everything to do with concentration of power in the ruling class.

Because communists do not believe in God, they also do not believe that man has a soul or that human life is anymore valuable than an animal’s life. Therefore communists have conscience in regard to the furtherance of their agenda. The ends always justify the means.

Yes, I’ve been saying for some time that America desperately needs another Great Awakening. I was hoping for it earlier, but things have only continued to deteriorate.

It’s one of the reasons why I like Sarah Palin so much—because she represents the kind of values that our country needs, with a firm religious foundation. Perry and Bachman both claim that kind of religious foundation, but regretably I don’t really see it in them. And of course Huckabee was a total fake.

Excellent essay. I have read Ibn Khaldun, and he is certainly right about the dangers of cultural decadence.

And, of course, it wasn’t the Taliban that brought down the Soviet Union. It was Reagan and Pope John Paul II.

BUT . . . you can’t blame the Muslim fanatics for thinking that way, because it certainly looks that way from their perspective. And the West is full of left-wing, decadent surrender monkeys who invite our enemies to attack us.

Excellent essay. I have read Ibn Khaldun, and he is certainly right about the dangers of cultural decadence.

He certainly is on target here. My question is whether Christianity is strong enough to fight the decadence? I fear it is not and the only strong enough faith worldwide is the muslim faith.

Cultural Marxists came to America in the 1930’s to intentionally destroy morality in the US. They targeted Christian morality and the natural family—the two pillars that made Western Civilization the greatest in history.

The educational system of Prussian origins designed by socialist John Dewey and textbooks created by Communists in the 30’s was to undermine the fixed beliefs of young children. Condition—repeat-—humiliate if they think “outside the allowed box”. The teachers had no clue to what psychology was implemented in the methodologies. McGuffey Readers were kicked out—the idea that everyone has dignity and worth because they are created by God was no longer allowed. Atheism was taught through evolution and environmentalism—to undermine the Bible and the Word of God.

This indoctrination and mass conformity led to the sixties sexual revolution which was a generation of children being taught in public schools that feelings trump intellect—feel good, do it.

Parents are bores and stupid, and don’t know anything, whites are racists and bigots, Christians are stupid and believe in fairy tales, fathers are bigots and sexual predators, woman should let strangers raise their young children, housewives are drudges and ignorant and worthless.....over and over and over...demean and disparage all that create happiness and unity. Create hatred and division.

We need to burn all text books-—destroy the DOE. Have local schools only with parents only board members. No outsiders, no government agents. We need media to be accountable for their lies and destruction of people’s reputations—we need to hold them accountable for promoting dysfunctional behaviors to children—trying to normalize destructive lifestyles.

Put God back into the curricula, so that we have a standard of Right and Wrong like we did until the 1950’s. THat standard is the one the Constitution and our Natural Rights and legal system is built on. Just Law comes from God’s law (Cicero/Locke). Natural Law and God’s laws are the foundation that made this country the greatest ever. We have had Holmes and legal scholars remove God from our legal system (unconstitutional). His standard is the Supra Positive Laws that we have used over and over again—in Civil Rights legislation and at Nuremberg.

We are not based on Marx’s standards of Right and Wrong. People have believed that lie for 60 years. To get our country back-—we can—but we HAVE to take the schools out of the hands of the Marxist brainwashers—those people intent on destroying the morality of our children through Sex Ed which removes morality from the sex act. This is intentional since Sex Ed is the easiest way to corrupt and destroy the morality of the people. You destroy morality and you destroy all relationships and get complete chaos.

Marxists states have no trust of other people. We can trust true Christians and Orthodox Jews. We can not trust atheists or muslims or immoral people. Destroy trust and you will never have a civil society where economies can flourish.

Actually, I just bought “City of God” at half off at Borders.

Ideas are built on previous ideas....I was not going to trace back to St. Augustine. Maybe you should have gone back to Plato—because of the Platonic influence on Augustinian thought.

I prefer Aristotle and St. Thomas, although there is much good in St. Augustinian thought, except in his predestination ideas copied by Calvin. But then, if you are a Calvinist, I can see your devotion.

Puh-leeze....I don’t have the time to outline the ideology throughout Western Civilization which could start with Homer. I would be at the computer typing for months, and I do have other hobbies.

Christianity is a stronger religion than Islam—because it is true. The problem is that much of the West is ceasing to be Christian.

Culture IS religion. And when religion fades, culture fades and dies. See Oswald Spengler’s Decline of the West. Frankly, the only hope is a genuine religious revival. And that is always possible—but only God can bring it about.

Christianity has survived for 2000 years, and I believe it will continue to do so. But not necessarily in America or the West, unless we change our ways and God provides.

One, the ideas percolating here, were very prominent at the fall of Rome, the sense that a civilization that grew weak collapsed. Hardly ‘new’ when we talk about an Islamist who picked up these ideas, but that is what this article would have you believe.

True....the ideas of Socrates, Plato and Aristotle and the Stoics and other Ancient Greeks affected all the thinking of the Romans—particularly Cicero who was educated by Greeks.

The Catholic Church and monasteries kept the ideas alive and improved on them through the great minds of St. Augustine and St. Thomas (13th century) among other great thinkers during the Middle Age and the Scholastic period.

If it wasn’t for the Catholic Church we would never have had the Renaissance and the Enlightenment. Those ideas sprang from Christian ideology mixed with the logic and common sense of the Greeks and the Romans which led to Galileo, Copernicus, Newton, Luther, Locke, Montesquieu, Blackstone and Reid and the Founding Fathers.

Social cohesion was thoroughly discussed by Plato and Aristotle, and Cicero expounded on social cohesion in societies with the idea of “Just Law” which Locke agreed with. Cicero wrote that Rome imploded because the laws became arbitrary—political footballs-—the might makes right. Arbitrary laws that favored one politically connected group over others. It created hatred and envy and disunity. Just Law would not condone favoritism in the law and the standard of Right and Wrong was God’s standard—not Caesars. Natural Law Theory presupposes a Supreme Being so it was perfect for St. Thomas to align Catholic Theology to Natural Law Theory since it was God’s design.

Islamists stole the ideas from the Ancient Greeks and the West. Islamists are deficient in philosophy and sociology and psychology. They can’t process intellectual ideas and philosophy. They are taught not to question or think from childhood—just memorize.

Christianity, on the other hand, is a religion of rationality since its inception. Always seeking the Truth and being creative and rational—because they were created in the image of God.

Following his duel with Aaron Burr, in those final twenty four hours while life still remained in him, Hamilton called for two ministers, the Rev. J. M. Mason and the Rev. Benjamin Moore, to pray with him and administer Communion to him. Each of those two ministers reported what transpired. The Rev. Mason recounted:

[General Hamilton said] “I went to the field determined not to take his life.” He repeated his disavowal of all intention to hurt Mr. Burr; the anguish of his mind in recollecting what had passed; and his humble hope of forgiveness from his God. I recurred to the topic of the Divine compassion; the freedom of pardon in the Redeemer Jesus to perishing sinners. “That grace, my dear General, which brings salvation, is rich, rich” – “Yes,” interrupted he, “it is rich grace.” “And on that grace,” continued I, “a sinner has the highest encouragement to repose his confidence, because it is tendered to him upon the surest foundation; the Scrip¬ture testifying that we have redemption through the blood of Jesus, the forgiveness of sins according to the richness of His grace.” Here the General, letting go my hand, which he had held from the moment I sat down at his bed side, clasped his hands together, and, looking up towards Heaven, said, with emphasis, “I have a tender reliance on the mercy of the Al¬mighty, through the merits of the Lord Jesus Christ.” 35

The Rev. Benjamin Moore reported:

[I]mmediately after he was brought from [the field] . . . a mes¬sage was sent informing me of the sad event, accompanied by a request from General Hamilton that I would come to him for the purpose of administering the Holy Communion. I went. . . . I proceeded to converse with him on the subject of his receiving the Communion; and told him that with respect to the qualifications of those who wished to become partakers of that holy ordinance, my inquires could not be made in lan¬guage more expressive than that which was used by our [own] Church. – [I asked], “Do you sincerely repent of your sins past? Have you a lively faith in God’s mercy through Christ, with a thankful remembrance of the death of Christ? And are you disposed to live in love and charity with all men?” He lifted up his hands and said, “With the utmost sincerity of heart I can answer those questions in the affirmative – I have no ill will against Col. Burr. I met him with a fixed resolution to do him no harm – I forgive all that happened.” . . . The Communion was then administered, which he received with great devotion, and his heart afterwards appeared to be perfectly at rest. I saw him again this morning, when, with his last faltering words, he expressed a strong confidence in the mercy of God through the intercession of the Redeemer. I remained with him until 2 o’clock this afternoon, when death closed the awful scene – he expired without a struggle, and almost without a groan. By reflecting on this melancholy event, let the humble believer be encouraged ever to hold fast that precious faith which is the only source of true consolation in the last extremity of nature. [And l]et the infidel be persuaded to abandon his opposition to that Gospel which the strong, inquisitive, and comprehensive mind of a Hamilton embraced.36

One other consequence of Hamilton’s untimely death was that it permanently halted the forma¬tion of a religious society Hamilton had proposed. Hamilton suggested that it be named the Christian Constitutional Society, and listed two goals for its formation: first, the support of the Christian religion; and second, the support of the Constitution of the United States. This or¬ganization was to have numerous clubs throughout each state which would meet regularly and work to elect to office those who reflected the goals of the Christian Constitutional Society. 37

We thereby enable them to learn that man was originally created and placed in a state of happiness, but, becoming disobedient, was subjected to the degradation and evils which he and his posterity have since experienced. The Bible will also inform them that our gracious Creator has provided for us a Redeemer in whom all the nations of the earth should be blessed – that this Redeemer has made atonement “for the sins of the whole world,” and thereby reconciling the Divine justice with the Divine mercy, has opened a way for our redemption and salvation; and that these inestimable benefits are of the free gift and grace of God, not of our deserving, nor in our power to deserve. The Bible will also [encourage] them with many explicit and consoling assurances of the Divine mercy to our fallen race, and with repeated invitations to accept the offers of pardon and reconciliation. . . . They, therefore, who enlist in His service, have the highest encouragement to fulfill the du¬ties assigned to their respective stations; for most certain it is, that those of His followers who [participate in] His conquests will also participate in the tran¬scendent glories and blessings of His Triumph.59

I recommend a general and public return of praise and thanksgiving to Him from whose goodness these blessings descend. The most effectual means of securing the continuance of our civil and religious liberties is always to remember with reverence and gratitude the source from which they flow.60

The Bible is the best of all books, for it is the word of God and teaches us the way to be happy in this world and in the next. Continue therefore to read it and to regulate your life by its precepts.61

In the case Respublica v. John Roberts,80 John Roberts was sentenced to death after a jury found him guilty of treason. Chief Justice McKean then told him:

You will probably have but a short time to live. Before you launch into eternity, it be¬hooves you to improve the time that may be allowed you in this world: it behooves you most seriously to reflect upon your past conduct; to repent of your evil deeds; to be incessant in prayers to the great and merciful God to forgive your manifold transgressions and sins; to teach you to rely upon the merit and passion of a dear Redeemer, and thereby to avoid those regions of sorrow – those doleful shades where peace and rest can never dwell, where even hope cannot enter. It behooves you to seek the [fellowship], advice, and prayers of pious and good men; to be [persistent] at the Throne of Grace, and to learn the way that leadeth to happiness. May you, reflecting upon these things, and pursuing the will of the great Father of light and life, be received into [the] company and society of angels and archangels and the spirits of just men made perfect; and may you be qualified to enter into the joys of Heaven – joys unspeakable and full of glory!81

I do not believe that the Constitution was the offspring of inspiration, but I am as satisfied that it is as much the work of a Divine Providence as any of the miracles recorded in the Old and New Testament.99

By renouncing the Bible, philosophers swing from their moorings upon all moral subjects… It is the only correct map of the human heart that ever has been published.100

[T]he greatest discoveries in science have been made by Christian philosophers and . . . there is the most knowledge in those countries where there is the most Christianity.101

God commands all men everywhere to repent. He also commands them to believe on the Lord Jesus Christ, and has assured us that all who do repent and believe shall be saved… [G]od… has absolutely promised to bestow them on all these who are willing to accept them on the terms of the Gospel – that is, in a way of free grace through the atonement. “Ask and ye shall receive [John 16:24]. Whosoever will, let him come and take of the waters of life freely [Revelation 22:17]. Him that cometh unto me I will in no wise cast out” [John 6:37].108

[I]t is the duty of all to acknowledge that the Divine Law which requires us to love God with all our heart and our neighbor as ourselves, on pain of eternal damnation, is Holy, just, and good. . . . The revealed law of God is the rule of our duty.109

True Christians are assured that no temptation (or trial) shall happen to them but what they shall be enabled to bear; and that the grace of Christ shall be sufficient for them.110

It’s amazing that people either never noticed, or quickly forgot, the spiritual revival that swept across eastern Europe. I had preacher friends who were there, regularly reporting on it. I remember.

You are assuming that all teachers have the intelligence (after 16 years of indoctrination) to understand the consequence of teaching the BF Skinner laced methodologies in the government schools.

Many teachers don’t understand what they are doing to the minds of children. They think they are making them more intelligent and educated. They are “useful idiots’, who really don’t know that they are conditioning and indoctrinating children into atheism/marxism/paganism. They believe what the czars of education tell them.

They have no conception of the consequences of the moral relativism that they teach. They are ignorant of psychology and philosophy. They think teaching “Sex Ed” will not make children into copulating dogs who have no sexual morality. Designed by Cultural Marxists, Sex Ed is designed to remove morality from the sex act and reduce man to copulating apes. It destroys the privacy and intimacy of sexual relations and makes it a “group” thing with no meaning or worth. Since Sex Ed was introduced into the school system, abortions, pregnancies, STD’s, etc. have skyrocketed, exactly as Herbert Marcuse expected.

That is the problem—many teachers don’t realize that they are doing evil and wouldn’t if they understood what they were doing. The brainwashing and lack of truth is the root of the problem in education. For we have no truth, but teachers think they do have the truth. Many try to do good.
