Skip to comments.Calif. bill would protect unlicensed drivers from arrest
Posted on 09/11/2011 10:06:28 PM PDT by SmithL
A bill loaded with immigration politics and potential implications for highway safety has landed on Gov. Jerry Brown's desk.
The legislation by Assemblyman Gil Cedillo, D-Los Angeles, would change police procedures at drunken-driving checkpoints, prohibiting officers from arresting drivers and immediately impounding their cars if their only offense is not having a license.
Supporters say the bill, AB353, would impose a consistent policy statewide - some agencies confiscate unlicensed drivers' cars now, and some do not - while keeping DUI checkpoints from being turned into traps for otherwise law-abiding illegal immigrants who cannot obtain licenses.
"In most parts of California, you basically have to have a car," said Mark Silverman, director of immigration policy at the Immigrant Legal Resource Center. "You have to be able to drive to survive, to get anywhere. Because of that, the truth is, immigrant drivers without licenses will be driving anyway because of the necessity. The towing of cars will not stop people from driving."
But for families who have lost loved ones because of unlicensed drivers, the bill would endanger everyone who uses the roads.

Drivers Licenses are optional in California!
I used to love kalifornia. San Fran before the faggots, addicts and scum was beautiful. Now the state is infested with garbage. How sad.
This is incredible. "Otherwise law-abiding illegals"? Only in California, land of the dumb and the doomed.
The legislation by Assemblyman Gil Cedillo,
He is Mexican Cartel plant , here to keep the drug gates open.
Trying very hard....
Cedillo looks like some kind of freak from the U.N.
I bet that in any other state, the editor would burst out laughing at that choice of words, but since it's the San Francisco Comical in California, it probably just sailed right on by...
Hell, with or without. They're here illegally and driving drunk. Licenses aren't really the issue.
Immigrants can and do get driver's licenses. They take their green card to DMV, they take a test, they get insurance, and buy a car, and then they drive.
I think what you mean is those who are just taking a free ride at our expense while maintaining their citizenship to another country aren't able to get a free ride at these DUI checkpoints, so therefore this bill aims to fix that.
I hope that Moonbeam tosses this as fast as possible.
Calif TeaPartyers, if this passes join me in boycotting renewal of our drivers licenses.
Are there any Hispanic politicians in California who are loyal Americans, supporters of the laws they swore to uphold, and don’t think that they are Mexicans on a mission from God to reconquer the state for Mexico?
These people are a disgrace to the decent Hispanics who are good citizens and obey and uphold the laws.
It is time for them to rise up in revolt and oust these leftist, irredentist, ignorant pricks, and I don’t really care how they clean house, just that they do it and reclaim the State from these POS.
Kinda like law-abiding Congressmen.......IMO.
If only there was a place these illegal aliens could go where they would not be persecuted.
And so is auto insurance then, I guess.
“one-bill” Gill is at it again I see
Assemblyman Gil Cedillo, D-Los Angeles is fighting to increase DUI.
His bill will allow those convicted of DUIs and that have their licenses pulled, to drive.
Can we sue the DNC?
It’s not the government. Its a corporation.
I don’t want to pay taxes.
Can I just decide not too?
I don’t want to use curly Q lightbulbs.
Can I buy other kinds?
I don’t want Obama as President.
Can I have a different leader?
I’m in the country illegally.
Can I ignore that law?
Legal immigrants get licenses all the time. Without getting US citizenship.
ILLEGAL ALIENS are the ones who cannot get a DL in California.
This scumbag assemlyman is shilling for illegals.
Legal immigrants may buy insurance, but ILLEGAL immigrants do not. Why should they? Once they’ve caused an accident while driving drunk, they just run away from the scene.
Does this mean my 15 year old can drive himself to school?
Which was pretty much my point, but I was noting the connotation in the article that immigrants are being put upon by these draconian laws and it's just so hard for them.. It is hard starting in a new country. But it's also insulting that illegal aliens keep being given all these benefits, while those who went through the process to immigrate here are kept to the side.
Take for example the latest iteration of the DREAM act.. If your parents cheat the system, cut the line, and you go to school here, you can get state resident rates and state financial aide, whereas if you legally immigrated here, you likely wouldn't qualify, even though you worked hard to get here, and did it legally, the illegal still pushes ahead of you. Once a line cutter, always a line cutter.
I agree with this that there should be a state wide law that impounds all vehicles of people without driver’s licenses.
If only a California idea of no drivers licenses would spread nationwide.
No more having to have papers in order to drive.
Papers to vote, yes.
Papers to drive, no.
Only WHITE PEOPLE will be required to have Drivers licenses in California before it’s through.
How soon until Chistians must display a cross so they can be easily identified by the Gestapo... err... Democrat Party?
They guys didn’t land on the beaches of Normandy to fight Communism and in the US, one has always had to show papers for various reasons.
From renting videos to going through customs.
Drivers Licenses are optional in California!
Not if you're a gringo.
if i lived in california right now, i dont know what i would do.
the only thing i can think of is leave.
Assemblyman Gil Cedillo should be serving in the Mexican government not ours. Of course with the Democrats in California and the non-existent Republican opposition, he essentially is.
Maybe a drunken illegal without a license will DUI, strike and kill Gill. That would solve California’s problem for awhile.
California is a CESSPOOL of STUPID people.
Illegals now voting on laws that make them more comfortable is all this is.
they have taken the state
Why stop there? Just outlaw all laws in Kalifornia and be done with it. I’m very sorry for the decent and civilized people who live there; they’re outnumbered by the freaks.
And if you really want to see Californians in a tizzy, point out how unsophisticated they are. "Unsophisticated" is the worst thing you can be in California--probably because on some level they realize that that's exactly what they are. It's denial.
Apologies to all you intelligent, sophisticated FR Californians. I was once one myself.
Guess people and jobs ain’t fleeing the state fast enough, eh?
This is what they have done de facto. It's part of a Leftist strategy to establish a de facto totalitarian government there.
They overwhelm the judicial system with so many laws that the laws cannot be enforced. Then law enforcers can decide which to enforce and which to ignore.
If they like you, they let you break whatever laws you wish--with impunity.
If they don't like you, they can enforce draconian laws--with impunity.
The Left loves it! It's a great license to bully! And if the Left aspirest to anything, it's bullying those whom they don't like.
otherwise law-abiding illegal immigrants
Does this also mean that they do not need to license their cars also.
But only if you’re an illegal alien, otherwise you get arrested and fined to pay for the destruction and carnage caused by illegals driving illegaly.
HA! I knew from the headline this would be from Cedillo. It had “illegal alien protect racket” written all over.

So, I guess Kalifornia will be laying off thousands of DMV workers due to lack of business?
What happens if you don’t obey the rules in Mexico
Be Prepared for Trouble without Mexico Car Insurance!
Its sad but true that you shouldnt trust everything that you read on the Internet. For example, there are websites out there that will tell you that Mexico car insurance is not always necessary. This is absolutely false and could land you in a great deal of trouble. The truth is that car insurance for Mexico is required if you are going to be operating a motor vehicle while you are in Mexico. The consequences for going without Mexican auto insurance can be extremely dire. Even if you are okay with the possibility of paying out of pocket for damages and injuries, you surely cant be happy with the idea of sitting in a jail cell until you do. Vehicle Import Permit Questions
Q: Do I need a vehicle import permit to drive in Baja or at the border?
A: No. If you plan to drive a vehicle beyond the Mexico “Free Zone” you will need to purchase a Mexico Vehicle Import Permit. The Mexico Free Zone, also known as the the Liberated Zone, or Perimeter Zone or Free Trade Zone is a customs designation only for that area located along the Mexican international land borders and which run inward up to the point at which the Mexican Customs authorities have their first “interior” check point (this is usually about 20 to 26 kilometers in from the border towns - exceptions are on the peninsula of Baja California and places like Puerto Peñasco where it runs to the ocean front along the main highways.)
Q: Do I need a vehicle import permit if I drive in Sonora?
A: Maybe. You are only required to obtain a permit if driving further than kilometer 98 of Mexican Federal Highway No. 15.
Q: How much does a vehicle import permit cost?
A: Effective June 11, 2011, the fee for importation of a vehicle is $44.00 USD plus IVA; this fee is the same whether the permit is obtained at the border, consulates or online. http://www.banjercito.com.mx/site/siteBanjer/Bicentenario/iitv/instruccionesIITV_ing.html
Q: Do I need a vehicle import permit if I am towing boat?
A: Yes. The cost is around $50 U.S.
One Bill Gil’s shining hour..
..for families who have lost loved ones because of unlicensed drivers, the bill would endanger everyone who uses the roads.
Deport the a’holes.. They love their illegal status so much..
The towing of cars will not stop people from driving.Well, in that case, let's follow up the towing with an immediate incarceration followed by an expedited deportation. Doing that may help.
