If I may politely point out - The first problem with the program at your wife's place of employment was the influx of federal dollars to generate fake jobs. OTOH, I suspect you are quite right about the lack of initial applicants for beet-picking jobs. However, if employers did not have access to people that will accept $4 per hour, what I can see is the invention/application of a beet-picking machine that would be far more efficient than day laborers.

When I was a kid there were hundreds of migrants picking carrots and onions in my area. Today its a lot more mechanized process. There are still some field hands but their numbers are minimal.
Back in the mid 80s I did plenty of rock picking and hay baling.
