Voters who want an official photo-ID card must present a passport or a birth certificate, neither of which can be obtained for free.

Last I checked, a non-Photoshopped birth certificate was free.

It’s not free in D.C. or Virginia. I had to pay to get my children’s birth certificates.

Where were you checking? Where I look it cost a small fee. Maybe not so small to a poor person.
