Every regulation out of the EPA (and all fed gov’t agencies), if it has the force of law, meaning that violators could be penalized in loss of life, liberty, or property,

should be required to go through the only constitutional legislative body, the US Congress, passed by both houses, and signed by the president.

Congress should also require a personal liberty and economic impact study to accompany each request for new regulation.

Yes, this would choke off the regulators, and that’s the point.

Let me assure you that your proposal wouldn't work at all. 100% of all the penalties referenced in a regulation are backed up by statutes passed by Congress and signed by the President.

Regulators would not be choked off.
